collection, processing and publication/dissemination of results/data based on<br />

its surveys, under overall guidance and supervision of National Statistical<br />

Commission (NSC) which appoints Working Groups/Technical Committees<br />

comprising both official and non-official members on different subjects for<br />

finalization of survey instruments for its surveys and methodologies for the<br />

same.<br />

Twenty Point Programme<br />

The Twenty Point Programme (TPP) initiated in 1975 was restructured in the<br />

years 1982, 1986 and 2006. The thrust of the Programme restructured in 2006 is<br />

to eradicate poverty and improve the quality of life of the poor and the underprivileged<br />

people all over the country. It covers various socio-economic aspects<br />

like poverty, employment, education, housing, agriculture, drinking water,<br />

afforestation and environment protection, energy to rural areas, welfare of<br />

weaker sections of the society, etc. The restructured programme is called Twenty<br />

Point Programme (TPP)-2006 and its monitoring mechanism became operational<br />

from 2007.<br />

TPP-2006 has now completed nine years of its Operationalisation. It<br />

originally contained 20 points and 66 items monitored individually by different<br />

central nodal ministries concerned. One of the 66 items viz. "Sampoorna<br />

Grameen Rojgar Yojana (SGRY)" has since been subsumed into another item<br />

namely "National Rural Employment Guarantee Act" from 2008 and has been<br />

renamed as Mahatma Gandhi National Rural Employment Generation Act since<br />

2009. Out of the remaining 65 items, 19 items are now being monitored on<br />

quarterly basis.<br />

Monitoring Mechanism<br />

The primary responsibility of implementation and monitoring of the programme<br />

lies with the agencies entrusted with the execution of the programme, which in<br />

this case are the state governments/UTs administrations and the central nodal<br />

ministries. The Ministry of Statistics and Programme Implementation monitors<br />

the programmes/schemes covered under TPP-2006 on the basis of performance<br />

reports received from state/UT governments and central nodal ministries. The<br />

Ministry has developed a web based Management Information System to<br />

expeditiously collect information from the state governments and the central<br />

nodal ministries.<br />

Infrastructure and Project Monitoring<br />

The Infrastructure and Project Monitoring Division (IPMD) monitors the<br />

implementation status of central sector infrastructure projects costing more than<br />

` 150 crore and above taken up by the respective ministry/department and<br />

their Central Sector Public Enterprises (CPSEs) in 16 infrastructure sectors.<br />

Successful Implementation of various projects and schemes constitutes the most<br />

significant conditions for development. Effective coordination judiciously<br />

matched with regular monitoring becomes an important element in ensuring
