Chennai. The veterinary surgeon of th Board visits the pre-determined localities<br />

in the city where the animal population is concentrated to treat the animals free<br />

of charge during forenoons as per a fixed schedule.<br />

Environmental Impact Assessment<br />

Environmental Impact Assessment (EIA), is a planning tool to integrate<br />

environmental concerns into the developmental process from the initial stage<br />

of planning. It was first used in <strong>India</strong> as early as 1978 with river valley projects,<br />

and was subsequently extended to large public sector projects requiring Public<br />

Investment Board (PIB) clearance. These practices were formally codified for<br />

the first time in the EIA Notification, 1994. This made the requirement of<br />

environmental clearance mandatory for 37 categories of projects/ processes,<br />

listed therein. The criterion of investment was the basis for the projects requiring<br />

environmental clearance in different sectors.<br />

Assistance for Abatement of Pollution<br />

The scheme of Assistance for Abatement of Pollution was conceptualized in<br />

1992 during the 7th Five-Year Plan with the objective, inter alia, to strengthen<br />

the CPCB and SPCBs/PCCs for enforcing statutory provisions for pollution<br />

abatement. The scheme is a part of a centrally sponsored umbrella scheme of<br />

'Pollution Abatement'. The scheme of assistance for pollution abatement<br />

comprises of sub-components to grants-in-aid-general; grants for creation of<br />

capital assets; environment health cell (EHC) and trade and environment (PL)<br />

including north eastern region grants-in-aid-general and north eastern region<br />

grants for creation of capital assets. Under this Scheme the Grants are provided<br />

to the state pollution control boards/UT pollution control committees,<br />

environment departments of states/UTs, central/state research Institutes, and<br />

other government agencies/organizations with the aim of strengthening their<br />

technical capabilities.<br />

Scheme of Common Effluent fluent Treatment Plants<br />

A centrally sponsored scheme has been undertaken by the Government for<br />

enabling small scale industries (SSI) to set up new and upgrade the existing<br />

common effluent treatment plants to cover all the states in the country. The<br />

salient features of the revised scheme include: (a) the central subsidy has been<br />

enhanced from 25 per cent to 50 per cent of the project cost; (b) all the three<br />

levels of treatment, primary, secondary and tertiary are to be covered for<br />

assistance. (c) the management of the Common Effluent Treatment Plants (CETP)<br />

is to be entrusted to a Special Purpose Vehicle registered under an appropriate<br />

statute.<br />

Recognition of Environmental Laboratories<br />

Under the provisions of Section 12 of Environment (Protection) Act, 1986 the<br />

central government recognizes environmental laboratories to carry out the<br />

functions entrusted to an environmental laboratory. Twenty seven (27) private
