Cell for IPR Promotion and Management (CIPAM)<br />

CIPAM is created to address the 7 identified objectives of the policy. It is a<br />

professional body under the aegis of DIPP to ensure focused action on issues<br />

related to IPRs. Assist in simplifying and streamlining of IP processes, apart<br />

from undertaking steps for furthering IPR awareness, commercialization and<br />

enforcement.<br />

Rajiv Gandhi National Institute of Intellectual Property Management<br />

The Rajiv Gandhi National Institute of Intellectual Property Management<br />

(RGNIIPM) was set up in 2012 at Nagpur as an institute of international<br />

importance to provide training, education, research and function as a think<br />

tank on Intellectual Property Rights.<br />

Modernization of IP Offices<br />

The following measures have been undertaken to increase transparency and<br />

efficiency of the IP offices: dynamic utilities assist in obtaining real time position<br />

of all patent and trademark applications; public search - INPASS for patents<br />

and trademark search is available on the website; comprehensive e-filing<br />

facilities made available for patents and trademarks; auto generation of<br />

trademark certificates.<br />

Operationalization of the International Search Authority<br />

<strong>India</strong>n Patent Office has operationalized the International Search Authority/<br />

International Preliminary Examining Authority (International Searching<br />

Authority (ISA)/International Preliminary Examining Authority (IPEA) status<br />

in 2013. Upto July, 2016, 1668 international applications/search copies were<br />

received in IPO, 1430 International Search Reports were established and IPEA<br />

has received demand for preliminary examination in respect of 40 international<br />

applications which are under various stages of examination. 30 international<br />

preliminary reports on patentability were issued.<br />

National Design Policy<br />

Announced in 2007, this Policy envisages a key role for design in enhancing<br />

competitiveness of <strong>India</strong>n industry. Focus is on spread of design education,<br />

branding of <strong>India</strong>n designs and establishment of a Design Council. This period<br />

witnessed both expansion and updation of <strong>India</strong>'s premier design institution<br />

i.e. the National Institute of Design (NID) with three campuses at Ahmedabad<br />

(main campus), Gandhinagar (PG Campus), and Bangalore (R&D Campus).<br />

Intake of students at NID was substantially increased and new courses<br />

introduced at undergraduate and post graduate levels. <strong>India</strong> Design Council<br />

(IDC), a Society under the aegis of DIPP, was constituted in 2009. DIPP has set<br />

up NID, Vijayawada at its transit campus at Acharya Nagarjuna University<br />

and the academic session has started for its four-year undergraduate<br />

programmes.
