Asia Pacific countries to speak with a unified voice at regional and international<br />

fora on our common concern and challenges as well as approaches to address<br />

the same. The APMCHUD is third of such bodies created under the aegis of<br />

UN-Habitat after the Assembly of Ministers of Housing and Urban Development<br />

of Latin American Countries (MINURVI), established in 1992 as the<br />

representative body for the Latin American region and African Ministerial<br />

Conference for Housing and Urban Development (AMCHUD) established in<br />

2005 to represent the African region.<br />

National Urban Housing and Habitat Policy<br />

In the backdrop of the recent transformative changes in the urban development<br />

sector especially housing and real estate sector, lessons learnt from<br />

implementation of the National Urban Housing Habitat Policy (NUHHP), (2007),<br />

new programmes/schemes launched by the government, the SDGs and the new<br />

Urban Development Agenda, the time is opportune to review/revise the existing<br />

NUHHP, 2007. In order to develop a sustainable and implementable Housing<br />

and Habitat Policy, Ministry of HUPA has already initiated the process of<br />

dialogue with various stakeholders for formulation of NUHHP, 2017.<br />

Template for State Housing Policy for Urban Areas<br />

For addressing the overall challenges faced by the housing sector in the country,<br />

the Ministry had come up with the National Urban Housing and Habitat Policy<br />

(NUHHP), 2007 which envisaged that the states/UTs would prepare a State<br />

Urban Housing and Habitat Policy and also a State Urban Housing & Habitat<br />

Action Plan. In order to assist the states in formulating the housing policies to<br />

address the current requirements of the sector, Ministry of Housing and Urban<br />

Poverty Alleviation has released a 'Template for Preparation of State Housing<br />

Policy for Urban Areas'.<br />

Draft Rental Housing Policy<br />

Urban housing shortage in <strong>India</strong>, estimated to be 18.78 million during the 12th<br />

Plan period with consequent increases resulting in increase in urbanization in<br />

future years, is an area of concern. Historically housing policy/programmatic<br />

interventions have been oriented towards home ownership, nevertheless,<br />

providing housing to all on ownership basis has proved challenging. Growing<br />

family needs had resulted in overcrowding and slum like situations due to lack<br />

of alternatives such as rental housing and absence of rental housing frameworks<br />

in the country. In order to address these issues, the Ministry has come up with<br />

the Draft National Urban Rental Housing Policy (NURHP), 2015. The vision of<br />

the Draft Policy is 'to create a vibrant, sustainable and inclusive rental housing<br />

market in <strong>India</strong>'.<br />

Model Tenancy Act<br />

Ministry of HUPA has shared with the states and all stakeholders a draft Model<br />

Tenancy Act, 2015. The highlights of this model are as follows: framework for
