Technical guidelines and manuals have been circulated to the states in this regard.<br />

Functionaries are trained on specific subjects from time to time, besides holding<br />

various meetings, workshops and seminars on different technical and managerial<br />

aspects. The convergence with the MGNREGA is also to be explored for the<br />

components of correction of system deficiencies, reclamation of water logged<br />

areas and construction of field, intermediate and link drains, in case of earth<br />

works.<br />

Financing Pattern<br />

The funding pattern for all the programme components is on 50:50 sharing basis<br />

between the centre and the state except for state sponsored software components<br />

such as training of farmers and field functionaries and officials, adaptive trials<br />

and demonstrations, seminars/conferences/workshops, monitoring and<br />

evaluation of the programme, etc., and one time financial assistance to WALMIs/<br />

IMTIs for strengthening and upgradation of infrastructure and infrastructure<br />

grant to WUAs for which the funding pattern is 75:25 basis between the centre<br />

and the states.<br />

Reclamation of Water Logged Areas<br />

Although development of irrigation has increased agriculture production, it<br />

has also caused adverse effect in the form of water logging and associated<br />

problem of soil salinity/alkalinity in many irrigation commands. The problem<br />

of water logging can be mitigated to a large extent by efficient water management<br />

and by adopting suitable preventive measures. However, in spite of best efforts,<br />

the problem of water logging has surfaced in many irrigation commands and<br />

thus, it is essential to reclaim such areas so as to have optimum agricultural<br />

production from them. The Ministry introduced a component of Reclamation<br />

of Water Logged Areas under the Centrally Sponsored Command Area<br />

Development Programme from 1996. Under PMKSY (Har Khet Ko Pani),<br />

convergence is also to be explored in case of earth works. So far 823 schemes of<br />

nine states, namely, Bihar, Gujarat, Madhya Pradesh, Jammu & Kashmir,<br />

Karnataka, Kerala, Maharashtra, Odisha and Uttar Pradesh have been approved<br />

for reclamation of 122.53 thousand hectare (th. ha) water logged area.<br />

Information, Education and Communication<br />

The Information, Education and Communication Component of HRD/CB<br />

Scheme aims to undertake mass awareness activities of the Ministry and its<br />

organizations with a view to create awareness among various target groups<br />

about the importance of development and management of water resources in a<br />

holistic manner with due emphasis on coordinated effort to address various<br />

water related issues.<br />

Jal Kranti Abhiyan<br />

'Jal Kranti Abhiyan' was launched in 2015 simultaneously at Jaipur, Shimla and<br />

Jhansi. Jal Kranti Abhiyan is being observed to spread awareness on water<br />

conservation and management in the country through a holistic and integrated<br />

approach involving all stakeholders and making it a mass movement. Various
