4 per cent. If interest rate varies, even then interest subvention would remain at<br />

6.5 per cent and interest payable after subvention would vary, the subsidy payout<br />

on NPV basis would be about 2.3 lakh per house for both EWS and LIG; c)<br />

affordable housing in partnership with public and private sectors: Central<br />

assistance at 1.5 lakh per EWS house in projects where 35 per cent of the houses<br />

are mandatorily for EWS category; and d) subsidy for beneficiary-led individual<br />

house construction or enhancement: 1.5 lakh per house for EWS category in<br />

slums or otherwise if states/cities make a project. Houses of up to 30 sq.m.<br />

carpet area are to be provided with basic civic infrastructure i.e., water, sanitation,<br />

sewerage, road, power, telephone line, etc., and social infrastructure such as<br />

community centre, parks and playgrounds, livelihood centre, etc. Flexibility is<br />

provided in terms of determining size of house and other facilities at the state<br />

level in consultation with the Ministry. Under the Mission, economically weaker<br />

sections are defined as urban poor with annual income of 3 lakh and low income<br />

group with annual income between 3-6 lakh. These limits can be revised by<br />

Ministry if required.<br />

All statutory towns as per census 2011 and towns notified subsequently<br />

would be eligible for coverage under the Mission. States/UTs will have flexibility<br />

to include the planning area as notified with respect to statutory towns and<br />

which surrounds the concerned municipal area. Exact number of houses under<br />

the Mission would depend on demand survey for which all states/cities will<br />

undertake detailed survey including online registration for assessing actual<br />

demand by integrating Jan Dhan Yojana/other bank account number and<br />

Aadhaar number/voter ID Card/any other unique identification details of<br />

intended beneficiaries or a certificate of house ownership from Revenue<br />

Authority of beneficiary's native district. Beneficiaries will be validated by state/<br />

ULB. Cities/states will prepare "Housing for All" Action Plan on the basis of<br />

available data and survey results.<br />

Some mandatory conditions are envisaged so as to provide an enabling<br />

environment facilitating growth of housing especially affordable housing for<br />

weaker section in the country by easing the supply side regulations and<br />

administrative constraints. States/UTs to make suitable changes for obviating<br />

the need for separate Non Agricultural (NA) permission if land already falls in<br />

the residential zone earmarked in Master Plan; states/UTs shall prepare/amend<br />

the Master Plans earmarking land for affordable housing employing innovative<br />

methods such as land pooling; system would be put in place to ensure singlewindow;<br />

time bound clearance for layout approval and building permissions<br />

at ULB level; states/UTs shall adopt the approach of deemed building<br />

permission and layout approval on the basis of pre-approved layouts and<br />

building plans for EWS/LIG housing or exempt approval for houses below<br />

certain area of plot; states/UTs would legislate amendments in existing rental<br />

laws on the lines of model tenancy act being prepared by the Ministry; states/<br />

UTs shall provide additional FAR/FSI/TDR and relaxed density norms for slum<br />

redevelopment and low cost housing.
