242 UBA-TEXTE 20/2006Recommendations for an "Action Plan for Power Efficiency"The analyses show that there is no "silver bullet" for achieving increases in efficiency inelectronic devices and systems. The technologies, target groups, and hindrances within theconcerned sectors of households and the small-scale sector are too different to be able toquickly reach the goal with just a few instruments and steps. For this reason, it is necessaryto put together an extensive "Action Plan for Power Efficiency".On the basis of the analysis described, as well as a variety of expert interviews andagreements, such an instrument packet to increase electricity efficiency was developed.The instrument packet listed here considers the following premises:1. There should be a goal-oriented, encompassing policy direction with goals,implementations and an accompanying monitoring. For the implementation, theinternational and, especially, the EU level and nationally networked cooperation formsmust be included. The suggested instruments do not break applicable EU law.2. Cross-over instruments should offer a framework to strengthen the energy efficiency inthe use of electricity for all target groups. This especially includes institutions andorganizations such as dena and an energy efficiency fund that was examined in depth, aswell as additional programs, for example, continuing education.3. In addition, there must be target-specific instruments put into use that help overcome theprevailing, specific hindrances. These instruments are not necessarily only for an efficientuse of power, but simply prepare the basis for enabling increased electricity efficiency,such as a promotional program of "coaching contractors" in the industry.4. Finally, there are technology-specific instrument packages for in-depth andsupplementary information on the instruments named above based on the hindrancesand chances of a specific power usage technology. This is where, in particular, theseinstruments are used: Such as the product labeling systems as well as voluntary or legalminimum efficiency standards as important supplements to the specific characteristics ofthe cross-over and target group specific instruments. A detailed example of this in thisstudy was the office equipment technology.Table 1 shows an overview of the structure, title, urgency, innovation and potential of thesuggested instruments. Each individual instrument named with a summary is listed in thisreport in more detail. This mostly also has information for each of the exact user groups, theexpenditure, which institutions should be active to introduce the instrument or to change it, aswell as information on more detailed information.
