244 UBA-TEXTE 20/2006We assume that if this packet of instruments is directly and completely implemented, amaximum of 31 TWh of electricity could be saved in 2010 (as compared to the trend) andthat thereby the CO 2 equivalent emissions could be reduced by about 21 million tons yearly.For all instruments listed, the required public financing (without additional investment costsfor the end customers) is an average of €375 million yearly or up to €2 billion by the year2010. The emphasis of this finance volume is the energy efficiency f<strong>und</strong> with about € 330million yearly for the electricity efficiency programs 3 . Of these instruments, nearly all of thesecan be implemented in Germany without any noticeable additional expense for the citizens.Only the energy efficiency f<strong>und</strong>s as well as the continuing price signal would lead to anoticeable, but overall short term, additional expenses. This is because macro economicobservations show that with an average use of the f<strong>und</strong> at the named level can result in up to€1,500 million yearly in gross energy cost savings 4 .The coordination of the listed instruments is a central challenge. Often only integration canensure that the desired increases in efficiency will be achieved. For example, what is the useof a modified fee schedule for architects and engineers to offer more incentives to integrateelectricity efficiency if the qualifications of these people are out of date? Or, what is thepurpose of introducing "A++" labels on refrigerators if the buyer is not interested in the criteriaof electricity consumption or if the "A" class is still considered the most efficient due to a lackof public communication? The necessary linkage and synergy effects between the listedindividual instruments to the "instrument packets" are also shown by the study 5 .For the focus of this study, two topics from the instrument packet were handled in-depth.However, this should not deemphasize the importance of the other suggested instruments.On the contrary, these topics require more information on special aspects of the size of theclient. These points of focus include the energy efficiency f<strong>und</strong> as well as the topic of "officeequipment". The two following sections of the summary describe the results.345Using means of this amount to enforce climate protection with the simultaneous strengthening ofGermany as an investment location is not unusual; for example, on the federal side, the renewableenergies are currently promoted with about €500 million per year (for research, development, andmarket introduction). On top of this are promotions from the federal states, the EU, and thecommunities. The feed in compensation for regeneratively-created electricity must also becalculated in. For example, this was €2.2 in 2002. This should result in CO 2 equivalent reductionsof about 28.5 million tons by 2010 in the electricity area and about 10 million tons in heating andcombustible fuels (comparison of the scenarios with and without measures taken) /UBA 2005/Cash value, 4 % interest.Therefore, the information on the cost-use ratios for individual instruments will not be provided inthis report since it would suggest that this could be achieved by implementing individualinstruments. The structure of the hindrances is (unfortunately) too complicated for this.
