the past 5 years tourism activities have received no funds from the government but from external
sources only, namely the BMNP longstanding partners, - the Frankfurt Zoological Society and the
Ethiopian Wolf Conservation Programme.

In 2008, revenue generated from tourism entrance fees (ETB 157,168) almost equalled the
park budget allocated by the government, excluding salary costs (ETB 165,010). Given that it is
assumed that the park is failing to capture at least 50% of gate fees and that there are limited records
for bed nights and other fee charging services at the Dinsho lodge, it is likely that excluding park
staff salaries, current revenue generated from tourism to the park exceeds that of the budget provided
by the government over the past five years. An activity-based costing for the implementation of the
tourism provision and management programme has shown that a total amount of ETB 3,750,889
or ETB 2,302,312 are required for the optimal and critical 5 year implementation plan of this
programme, or on average ETB 750,178 and ETB 460,462 per year, respectively (Table 1). Gap
analyses show that even under the new much improved federal Ethiopian Wildlife Conservation
Authority budget, a large gap will still remain between the funds required and funds available for
implementing the tourism provision and management programme of the BMNP GMP.
