Independent statutory body, established under the Mental Health Act 2001.<br />
Aims to foster and promote high standards <strong>of</strong> care and best practice in the<br />
delivery <strong>of</strong> mental health services and to ensure that the interests <strong>of</strong> persons<br />
involuntarily admitted are protected. Functions include the following: the<br />
appointment <strong>of</strong> the inspectorate <strong>of</strong> mental health services; the preparation<br />
and monitoring <strong>of</strong> rules and codes <strong>of</strong> practice for those working in the<br />
mental health services; the formation and maintenance <strong>of</strong> the register <strong>of</strong><br />
approved centres; the establishment <strong>of</strong> the independent review system for<br />
those involuntarily admitted. The Commission has developed a quality<br />
framework for implementation within the mental health services in Ireland.<br />
This framework applies to all mental health services in the public, voluntary<br />
and independent sectors irrespective <strong>of</strong> whether they are being delivered<br />
within the service user’s home, community settings (both residential and<br />
non-residential) or within in-patient facilities.<br />
