a range <strong>of</strong> programmes <strong>of</strong> support for community development. The<br />
Community and Local Development Unit <strong>of</strong> the Department administers<br />
the following programmes: Community Development Programme; Local<br />
Development Social Inclusion Programme and the Community Services<br />
Programme. The Community and <strong>Voluntary</strong> Supports Division administers<br />
the Programme <strong>of</strong> Grants for Locally-Based Community and <strong>Voluntary</strong><br />
<strong>Organisations</strong>, the Community Support for Older People Scheme and the<br />
RAPID programme. The Dormant Accounts Board and the Commissioners<br />
<strong>of</strong> Charitable Donations and Bequests for Ireland were established under<br />
the aegis <strong>of</strong> the Department. The Department also has responsibility for<br />
co-ordinating the implementation <strong>of</strong> the <strong>National</strong> Drugs Strategy.<br />

DESSA is the national organisation that develops and delivers social<br />
inclusion initiatives to people with disabilities and their families. It operates<br />
within the Community Development Programme and the Community<br />
and Family Services Resource Centre Programme. These programmes are<br />
funded by government departments to address poverty, social exclusion and<br />
equality issues in both rural and urban areas throughout Ireland.<br />
