Established as an independent statutory agency under the aegis of
the Department of Justice, Equality and Law Reform by the National
Disability Authority Act 1999, the NDA strives to ensure that the rights
and entitlements of people with disabilities are protected. It provides
independent expert advice to government on policy and practice relating to
disability issues. Under the Disability Act 2005, the NDA is also responsible
for monitoring the target for employment of persons with disabilities in the
public sector and the operation of a Centre for Excellence in Universal Design.

The Council was established by the government in 1973 and became
a constituent body of the National Economic and Social Development
Office in 2006. Its function is to analyse and report to the Taoiseach on
strategic issues relating to the efficient development of the economy and
the achievement of social justice, and on the development of a strategic
framework for the conduct of relations and the negotiation of agreements
between the government and the social partners. The Council includes
representatives of employers, trade unions, the community and the
voluntary sector, farm interests and government nominees.

Comprises the National Economic and Social Council, the National
Economic and Social Forum, and the National Centre for Partnership and
Performance. It provides the basis for enabling the three organisations to
share administrative costs and overheads, while also enabling them to
160
