Established as an independent statutory agency under the aegis <strong>of</strong><br />

the Department <strong>of</strong> Justice, Equality and Law Reform by the <strong>National</strong><br />

Disability Authority Act 1999, the NDA strives to ensure that the rights<br />

and entitlements <strong>of</strong> people with disabilities are protected. It provides<br />

independent expert advice to government on policy and practice relating to<br />

disability issues. Under the Disability Act 2005, the NDA is also responsible<br />

for monitoring the target for employment <strong>of</strong> persons with disabilities in the<br />

public sector and the operation <strong>of</strong> a Centre for Excellence in Universal Design.<br />

The Council was established by the government in 1973 and became<br />

a constituent body <strong>of</strong> the <strong>National</strong> Economic and Social Development<br />

Office in 2006. Its function is to analyse and report to the Taoiseach on<br />

strategic issues relating to the efficient development <strong>of</strong> the economy and<br />

the achievement <strong>of</strong> social justice, and on the development <strong>of</strong> a strategic<br />

framework for the conduct <strong>of</strong> relations and the negotiation <strong>of</strong> agreements<br />

between the government and the social partners. The Council includes<br />

representatives <strong>of</strong> employers, trade unions, the community and the<br />

voluntary sector, farm interests and government nominees.<br />

Comprises the <strong>National</strong> Economic and Social Council, the <strong>National</strong><br />
