Statutory, independent organisation set up in April 2004. The <strong>of</strong>fice has a<br />

number <strong>of</strong> functions: promoting the rights <strong>of</strong> children and young people;<br />

carrying out research and advising government on issues relating to young<br />

people; investigating complaints into how services are provided to people<br />

under the age <strong>of</strong> 18 by public organisations, schools and voluntary hospitals.<br />

Complaints are accepted from both adults and young people.<br />

Established by the Ombudsman Act 1980, the Office examines complaints<br />

from members <strong>of</strong> the public who feel that they have been unfairly treated in<br />

their dealings with certain public bodies, including government departments<br />

and <strong>of</strong>fices, local authorities, the Health Service Executive and An Post. The<br />

Office <strong>of</strong> the Ombudsman has extensive powers under law and can look into<br />

all administrative actions including decisions, refusal or failure to take action<br />

and administrative procedures.<br />
