MANUAL PROCEDURES FOR THE PROCUREMENT OF CONSULTING SERVICES<br />

LIMITED SOURCE BIDDING<br />

1. LIMITED SOURCE BIDDING DEFINED<br />

Limited Source Bidding, o<strong>the</strong>rwise known as Selective Bidding, is a method <strong>of</strong> <strong>procurement</strong> <strong>of</strong><br />

goods and <strong>consulting</strong> <strong>service</strong>s that involves <strong>the</strong> issuance <strong>of</strong> a direct invitation to bid by <strong>the</strong><br />

concerned procuring entity to a set <strong>of</strong> pre-selected suppliers or consultants with known experience<br />

and proven capability to provide <strong>the</strong> <strong>service</strong>s required in a particular contract (Section 49.1 <strong>of</strong> <strong>the</strong><br />

revised IRR). All <strong>the</strong> consultants appearing in <strong>the</strong> list should be invited. The Invitation to Bid or<br />

REI, which shall be issued by <strong>the</strong> BAC, should already indicate <strong>the</strong> relevant in<strong>for</strong>mation required to<br />

enable prospective bidders to prepare <strong>the</strong>ir bids as prescribed under <strong>the</strong> pertinent provisions <strong>of</strong> <strong>the</strong><br />

revised IRR.<br />

2. RULES AND GUIDELINES<br />

2.1 When to use<br />

Limited Source Bidding may be employed by a Procuring Entity under any <strong>of</strong> <strong>the</strong> following<br />

conditions:<br />

a. Procurement <strong>of</strong> highly specialized types <strong>of</strong> goods (e.g., sophisticated defense<br />

equipment, complex air navigation systems, coal) and <strong>consulting</strong> <strong>service</strong>s where<br />

only a few suppliers or consultants are known to be available, such that resorting<br />

to <strong>the</strong> public bidding method will not likely result in any additional suppliers or<br />

consultants participating in <strong>the</strong> bidding; or<br />

b. Procurement <strong>of</strong> major plant components where it is deemed advantageous to limit<br />

<strong>the</strong> bidding to known qualified bidders in order to maintain uni<strong>for</strong>m quality and<br />

per<strong>for</strong>mance <strong>of</strong> <strong>the</strong> plant as a whole.<br />

2.2 Who are invited to bid?<br />

In choosing <strong>the</strong> Bidders, <strong>the</strong> procuring entity shall consider only those suppliers or<br />

consultants appearing in a list maintained by <strong>the</strong> relevant government authority that has<br />

expertise in <strong>the</strong> type <strong>of</strong> <strong>procurement</strong> concerned. This list should have been submitted to,<br />

maintained and updated with <strong>the</strong> GPPB and posted in <strong>the</strong> PhilGEPS.<br />

The pre-selection shall be based upon <strong>the</strong> capability and resources <strong>of</strong> <strong>the</strong> bidders to<br />

per<strong>for</strong>m <strong>the</strong> contract taking into account <strong>the</strong>ir experience and past per<strong>for</strong>mance on similar<br />

contracts, capabilities with respect to personnel equipment or manufacturing facilities, and<br />

financial position (Section 49.3 <strong>of</strong> <strong>the</strong> revised IRR).<br />

The BAC <strong>of</strong> <strong>the</strong> concerned procuring entity shall directly invite all <strong>the</strong> suppliers or<br />

consultants appearing in <strong>the</strong> pre-selected list (Section 49.4 <strong>of</strong> <strong>the</strong> revised IRR).<br />
