bids is necessary, <strong>the</strong> pre-bid conference shall be held at least thirty (30) calendar days<br />
be<strong>for</strong>e <strong>the</strong> deadline <strong>for</strong> <strong>the</strong> submission and receipt <strong>of</strong> bids (Section 22.2 <strong>of</strong> <strong>the</strong> revised<br />
IRR).<br />
3.3 Participants in <strong>the</strong> Pre-bid Conference<br />
The following shall attend <strong>the</strong> pre-bid conference:<br />
a. BAC;<br />
b. BAC Secretariat;<br />
c. TWG members;<br />
d. Observers;<br />
e. End-user/PMO;<br />
f. Technical experts on <strong>the</strong> <strong>consulting</strong> <strong>service</strong>s to be procured;<br />
g. Short listed consultants.<br />
Short listed consultants may or may not attend <strong>the</strong> pre-bid conference (Section 22.3 <strong>of</strong><br />
<strong>the</strong> revised IRR).<br />
3.4 Proper Conduct <strong>of</strong> participants<br />
The BAC, BAC Secretariat, TWG, and o<strong>the</strong>r <strong>of</strong>ficials involved in <strong>procurement</strong> are expected<br />
to act in an impartial, courteous and pr<strong>of</strong>essional manner in all <strong>the</strong>ir dealings and<br />
interactions with <strong>the</strong> bidders during all stages <strong>of</strong> <strong>the</strong> <strong>procurement</strong>. The bidders‟<br />
representatives are likewise enjoined to adopt <strong>the</strong> same pr<strong>of</strong>essional manner in <strong>the</strong>ir<br />
dealings with <strong>the</strong> Procuring Entity‟s <strong>of</strong>ficials. Communications between <strong>the</strong> parties must, as<br />
much as possible, be made in writing, except during <strong>the</strong> pre-bid conference when verbal<br />
clarifications may be allowed – keeping in mind, however, that any statement made at <strong>the</strong><br />
pre-bid conference would not modify <strong>the</strong> terms <strong>of</strong> <strong>the</strong> bidding documents, unless such<br />
statement is specifically identified in writing as an amendment <strong>of</strong> <strong>the</strong> documents and<br />
issued as a supplemental/bid bulletin.<br />
3.5 Agenda discussed in a Pre-bid Conference<br />
The pre-bid conference shall discuss, among o<strong>the</strong>r things, <strong>the</strong> eligibility requirements and<br />
<strong>the</strong> technical and financial components <strong>of</strong> <strong>the</strong> contract to be bid. Attendance <strong>of</strong> <strong>the</strong> bidders<br />
shall not be mandatory. However, only those who have purchased <strong>the</strong> Bidding Documents<br />
shall be allowed to participate in <strong>the</strong> pre-bid conference and raise or submit written queries<br />
or clarifications (Section 22.3 <strong>of</strong> <strong>the</strong> revised IRR).<br />
3.6 Availability <strong>of</strong> <strong>the</strong> Minutes <strong>of</strong> <strong>the</strong> Pre-bid Conference<br />
The minutes <strong>of</strong> <strong>the</strong> pre-bid conference shall be recorded and made available to all<br />
