STEP6. RECEIVE AND OPEN THE TECHNICAL AND<br />

FINANCIAL ENVELOPES<br />

1. LEGAL REFERENCE<br />

Sections 25 to 31 <strong>of</strong> <strong>the</strong> revised IRR are <strong>the</strong> legal basis in receiving and opening <strong>of</strong> <strong>the</strong> technical<br />

and financial envelopes.<br />

2. PURPOSE<br />

This is <strong>the</strong> phase wherein interested bidders <strong>for</strong>mally submit <strong>the</strong>ir tender and <strong>the</strong> procuring entity<br />

has to receive and check <strong>for</strong> presence and completeness <strong>of</strong> <strong>the</strong> signed <strong>of</strong>fer or proposal to<br />

undertake <strong>the</strong> <strong>service</strong>s.<br />

3. RULES AND GUIDELINES<br />

3.1 Bid Defined<br />

A Bid refers to a signed <strong>of</strong>fer or proposal to undertake a contract submitted by a short<br />

listed consultant in response to, and in consonance with, <strong>the</strong> requirements stated in <strong>the</strong><br />

bidding documents. “Bid” is also equivalent to and may be used interchangeably with<br />

“Proposal” and “Tender” (Section 5.d <strong>of</strong> <strong>the</strong> revised IRR). A Bid has two components, <strong>the</strong><br />

Technical Proposal or <strong>the</strong> Technical Bid, and <strong>the</strong> Financial Proposal or <strong>the</strong> Financial Bid.<br />

The Technical and Financial Bids must each be contained in separate sealed bid<br />

envelopes (Section 25.1 <strong>of</strong> <strong>the</strong> revised IRR).<br />

3.2 Receipt <strong>of</strong> Bid Proposal<br />

Bids shall be received by <strong>the</strong> BAC on <strong>the</strong> date, time, and place specified in <strong>the</strong> REI. A<br />

maximum period <strong>of</strong> seventy-five (75) calendar days from <strong>the</strong> last day <strong>of</strong> posting <strong>of</strong> <strong>the</strong> REI<br />

up to <strong>the</strong> submission and receipt <strong>of</strong> bids shall be observed (Section 25.4.c <strong>of</strong> <strong>the</strong> revised<br />

IRR).<br />

3.3 Contents <strong>of</strong> <strong>the</strong> Technical Proposal<br />

The Technical Proposal should contain, at <strong>the</strong> minimum, <strong>the</strong> following technical<br />

in<strong>for</strong>mation/documents:<br />

a. Bid security in <strong>the</strong> prescribed <strong>for</strong>m, amount and validity period;<br />

b. Organizational chart <strong>for</strong> <strong>the</strong> contract to be bid;<br />

c. List <strong>of</strong> completed and on-going projects;<br />
