These are series <strong>of</strong> general and brief statements <strong>of</strong> <strong>the</strong> categories <strong>of</strong> <strong>service</strong>s or tasks to<br />

be undertaken.<br />

The one preparing <strong>the</strong> TOR be knowledgeable or have an idea with <strong>the</strong> following:<br />

• Methodologies and technologies that may be utilized in <strong>the</strong> project implementation<br />

• Inputs needed to complete tasks<br />

The methodology and procedures by which <strong>the</strong> tasks are to be implemented or accomplished<br />

should not be described in detail. The prospective consultants should include in its methodology in<br />

detail in <strong>the</strong>ir proposal.<br />

Indicate how <strong>the</strong> objectives <strong>of</strong> <strong>the</strong> project may be achieved:<br />

• Define project‟s operational framework <strong>of</strong> activities<br />

• Tasks to be done, phasing and sequence<br />
