ANNEX A. FREQUENTLY ASKED QUESTIONS<br />

Q1: Are all <strong>consulting</strong> <strong>service</strong>s <strong>procurement</strong>s required to be advertised in <strong>the</strong> newspapers?<br />

A1: For contracts with ABC <strong>of</strong> P 1,000,000.00 or less or those whose duration is four (4)<br />

months or less, advertisement in <strong>the</strong> newspapers may be dispensed with. However, <strong>the</strong><br />

REI still has to be posted in <strong>the</strong> agency website, <strong>the</strong> PhilGEPS, and in conspicuous places<br />

in <strong>the</strong> agency premises (Section 21.2.2 <strong>of</strong> <strong>the</strong> revised IRR).<br />

Q2: What is <strong>the</strong> process <strong>of</strong> short listing?<br />

A2: The objective <strong>of</strong> short listing is to determine <strong>the</strong> most qualified consultancy firms to<br />

undertake <strong>the</strong> project. Using <strong>the</strong> eligibility documents submitted by <strong>the</strong> eligible bidders as<br />

basis, eligible bidders may be included in <strong>the</strong> short list taking <strong>the</strong> following into<br />

consideration: extensive experience in similar projects; qualifications <strong>of</strong> top <strong>of</strong>ficials <strong>of</strong> <strong>the</strong><br />

firms or <strong>the</strong> experts proposed to be engaged <strong>for</strong> <strong>the</strong> project; and job capacity (Section<br />

24.4 <strong>of</strong> <strong>the</strong> revised IRR). Short listing is undertaken primarily due to <strong>the</strong> substantial cost<br />

Incurred by a bidder in preparing a proposal. If all eligible bidders are invited to submit<br />

proposals, <strong>the</strong> chance <strong>of</strong> a firm getting <strong>the</strong> award diminishes greatly. This discourages a<br />

firm from participating because <strong>the</strong> ef<strong>for</strong>t in terms <strong>of</strong> time and money is not commensurate<br />

to <strong>the</strong> probability <strong>of</strong> getting <strong>the</strong> award. A short list <strong>of</strong>, say, five (5) greatly increases <strong>the</strong><br />

chance <strong>of</strong> a firm and is thus encouraged to put in more time and ef<strong>for</strong>t in preparing a good<br />

proposal.<br />

Q3: Can <strong>the</strong> BAC declare a failure <strong>of</strong> bidding if <strong>the</strong> number <strong>of</strong> firms short listed is less than <strong>the</strong><br />

number agreed upon during <strong>the</strong> pre-<strong>procurement</strong> conference?<br />

A3: Should less than <strong>the</strong> required number apply <strong>for</strong> eligibility and short listing, pass <strong>the</strong><br />

eligibility check, and/or pass <strong>the</strong> minimum score required in <strong>the</strong> short list, <strong>the</strong> BAC shall<br />

proceed with <strong>the</strong> bidding process (Section 24.5.2 <strong>of</strong> <strong>the</strong> revised IRR). Even if only one<br />

firm passes short listing, <strong>the</strong> firm shall be requested to submit a bid and it shall be<br />

considered <strong>for</strong> award if <strong>the</strong> bid is responsive to <strong>the</strong> bidding requirements (Section 36 <strong>of</strong><br />

<strong>the</strong> revised IRR).<br />

Q4: Can a bidder be disqualified <strong>for</strong> failure to attend <strong>the</strong> pre-bid conference?<br />

A4: No, attendance <strong>of</strong> <strong>the</strong> bidder is not mandatory (Section 22.3 <strong>of</strong> <strong>the</strong> revised IRR.)<br />

Q5: Who determines if <strong>the</strong> evaluation procedure is Quality-Based or Quality-Cost Based?<br />

A5: The BAC shall have <strong>the</strong> option as to <strong>the</strong> evaluation procedure to be adopted <strong>for</strong> <strong>the</strong><br />

selection <strong>of</strong> consultants (Section 33 <strong>of</strong> <strong>the</strong> revised IRR).<br />
