MANUAL PROCEDURES FOR THE PROCUREMENT OF CONSULTING SERVICES<br />

C. CONDUCT PRE-PROCUREMENT CONFERENCE<br />

1. LEGAL REFERENCE<br />

Section 20 <strong>of</strong> <strong>the</strong> revised IRR specifies <strong>the</strong> rules and <strong>the</strong> guidelines in <strong>the</strong> conduct <strong>of</strong> pre<strong>procurement</strong><br />

conference.<br />

2. PURPOSE<br />

A pre-<strong>procurement</strong> conference is conducted by <strong>the</strong> BAC, through its Secretariat, to<br />

determine <strong>the</strong> readiness <strong>of</strong> <strong>the</strong> procuring entity to procure <strong>consulting</strong> <strong>service</strong>s in terms <strong>of</strong> <strong>the</strong><br />

legal, technical and financial requirements. The pre-<strong>procurement</strong> conference should (Section<br />

20.1 <strong>of</strong> <strong>the</strong> revised IRR):<br />

a. Confirm <strong>the</strong> description and scope <strong>of</strong> <strong>the</strong> contract, <strong>the</strong> ABC, and contract duration.<br />

b. Ensure that <strong>the</strong> <strong>procurement</strong> is in accordance with <strong>the</strong> project and annual<br />

<strong>procurement</strong> plans;<br />

c. Determine <strong>the</strong> readiness <strong>of</strong> <strong>the</strong> <strong>procurement</strong> at hand, including, among o<strong>the</strong>r aspects,<br />

<strong>the</strong> following:<br />

d. availability <strong>of</strong> appropriations and programmed budget <strong>for</strong> contract; and,<br />

e. completeness <strong>of</strong> <strong>the</strong> Bidding Documents and <strong>the</strong>ir adherence to relevant general<br />

<strong>procurement</strong> guidelines<br />

f. Review, modify and agree on <strong>the</strong> criteria <strong>for</strong> eligibility screening and short- listing,<br />

detailed bid evaluation and post-qualification;<br />

g. Review and adopt <strong>the</strong> <strong>procurement</strong> schedule, including deadlines and timeframes, <strong>for</strong><br />

<strong>the</strong> different activities; and<br />

h. Reiterate and emphasize <strong>the</strong> importance <strong>of</strong> confidentiality, in accordance with Section<br />

19 <strong>of</strong> <strong>the</strong> revised IRR, and <strong>the</strong> applicable sanctions and penalties, as well as agree<br />

on measures to ensure compliance with <strong>the</strong> <strong>for</strong>egoing.<br />

3. THRESHOLD<br />

The holding <strong>of</strong> a pre-<strong>procurement</strong> conference may not be required <strong>for</strong> small <strong>procurement</strong>s <strong>of</strong><br />

<strong>consulting</strong> <strong>service</strong>s costing One Million Pesos (PhP 1,000,000.00) and below (Section 20.2 <strong>of</strong> <strong>the</strong><br />

revised IRR).<br />
