MANUAL PROCEDURES FOR THE PROCUREMENT OF CONSULTING SERVICES
ON DETERMINING REASONABLE RATES
The end-user must estimate the cost of consulting
services through cost research in the local market.
This study ought to focus on the monthly salaries
paid to the consultant’s staff, per diems for hotel and
living expenses for staff away from normal duty
station, air or land transportation, and other out-ofpocket
expenses, to obtain a good basis for the
budget. For contract duration of more than one (1)
year, a reasonable percentage to cover inflation
may be added to the estimate.
