<strong>DOH</strong> CUSTOMIZED PROCUREMENT MANUAL VOLUME 4 2010<br />

SCOPE OF VOLUME 4<br />

This Manual seeks to provide its users with clear, concise, and accurate in<strong>for</strong>mation on <strong>the</strong> public<br />

<strong>procurement</strong> <strong>of</strong> <strong>consulting</strong> <strong>service</strong>s, by discussing <strong>the</strong> steps that need to be taken to effect such<br />

<strong>procurement</strong> in <strong>the</strong> manner prescribed by Republic Act No. 9184, o<strong>the</strong>rwise known as <strong>the</strong> “Government<br />

Procurement Re<strong>for</strong>m Act” or “GPRA" and <strong>the</strong> Revised Implementing Rules and Regulations. It also<br />

discusses important issues that may confront government <strong>of</strong>ficials in all stages <strong>of</strong> <strong>consulting</strong> <strong>service</strong>s<br />

<strong>procurement</strong>, from <strong>the</strong> preparation <strong>of</strong> bid documents, to <strong>the</strong> actual conduct <strong>of</strong> <strong>the</strong> bidding activity,<br />

monitoring <strong>of</strong> contract implementation and <strong>the</strong> final payment to <strong>the</strong> consultant.<br />

This Manual focuses on public <strong>procurement</strong> <strong>of</strong> <strong>consulting</strong> <strong>service</strong>s. The procedures are harmonized to a<br />

large extent with <strong>the</strong> International Financing Institutions and bilateral agencies lending to <strong>the</strong> Philippines.<br />

There is however policies which are specific to a particular lending agency or grantor and <strong>the</strong> document<br />

highlight <strong>the</strong> main differences. It should however be noted that <strong>the</strong> loan, credit or grant agreement with <strong>the</strong><br />

relevant IFIs and/or bilateral and <strong>the</strong>ir respective Guidelines will be <strong>the</strong> overriding factors governing <strong>the</strong><br />

<strong>for</strong>eign assisted projects.<br />

CONSULTING SERVICES are <strong>service</strong>s <strong>for</strong> infrastructure projects and o<strong>the</strong>r types <strong>of</strong> projects or activities<br />

<strong>of</strong> <strong>the</strong> government requiring adequate external technical and pr<strong>of</strong>essional expertise that are beyond <strong>the</strong><br />

capability and/or capacity <strong>of</strong> <strong>the</strong> Government to undertake such as, but not limited to: (i) advisory and<br />

review <strong>service</strong>s; (ii) pre-investment or feasibility studies; (iii) design; (iv) construction supervision; (v)<br />

management and related <strong>service</strong>s; and (vi) o<strong>the</strong>r technical <strong>service</strong>s or special studies (Section 5.i <strong>of</strong> <strong>the</strong><br />

revised IRR).<br />
