4.2 Determine study design.<br />
4.3 When <strong>the</strong> study design has been defined and <strong>the</strong> order <strong>of</strong> events and level <strong>of</strong> ef<strong>for</strong>t<br />
required, determine what can be done by <strong>DOH</strong> staff and what best <strong>the</strong> consultant should<br />
be doing, i.e., <strong>the</strong> primary areas <strong>of</strong> concern <strong>the</strong> consultant(s) should undertake.<br />
4.4 Determine <strong>the</strong> expertise required and whe<strong>the</strong>r this (<strong>the</strong>se) expertise is/are within <strong>the</strong> <strong>DOH</strong><br />
or to be supplied by <strong>the</strong> consultant.<br />
4.5 Determine phasing <strong>of</strong> <strong>the</strong> project and whe<strong>the</strong>r <strong>the</strong>re are prerequisite outputs or action that<br />
have be delivered or done first be<strong>for</strong>e <strong>the</strong> principal area <strong>of</strong> <strong>consulting</strong> <strong>service</strong>s or if <strong>the</strong>re<br />
are factors that should be assessed or considered separately or be<strong>for</strong>ehand be<strong>for</strong>e <strong>the</strong><br />
next step. The level or extent and how to address <strong>the</strong> issues previously identified should<br />
be taken into consideration including <strong>the</strong> importance and worthiness <strong>of</strong> <strong>service</strong>s outcomes<br />
by level <strong>of</strong> ef<strong>for</strong>ts.<br />
4.6 Determine <strong>service</strong> design, in terms <strong>of</strong> content, <strong>for</strong>mat, timeframe and order in which <strong>the</strong><br />
activities are undertaken.<br />
4.7 Resolve <strong>the</strong> objectives and scale or magnitude <strong>of</strong> pr<strong>of</strong>essional <strong>service</strong>s or ef<strong>for</strong>ts needed.<br />
For objectives, state <strong>the</strong> general purpose and list down principal outputs needed. The<br />
objectives must be very clear, concise and precise, and can be easily understood by <strong>the</strong><br />
consultants who will be doing <strong>the</strong> project, <strong>the</strong> <strong>DOH</strong> <strong>the</strong> funding agency and <strong>the</strong> public who<br />
have stake <strong>of</strong> <strong>the</strong> project.<br />
4.8 Designate <strong>the</strong> executing agency and <strong>the</strong> partner <strong>of</strong>fices. For example, <strong>the</strong> following should<br />
be a major partner if not <strong>the</strong> executing <strong>for</strong> following <strong>service</strong>s with <strong>the</strong> corresponding <strong>of</strong>fices<br />
in Centers <strong>for</strong> Health Development and hospitals and partners:<br />
