k. Form, Amount, and Validity <strong>of</strong> Per<strong>for</strong>mance Security and Warranty; and<br />

l. Form <strong>of</strong> Contract and General and Special Conditions <strong>of</strong> Contract (Section 17.1<br />

<strong>of</strong> <strong>the</strong> revised IRR)<br />

The ITB should contain all necessary in<strong>for</strong>mation that would help consultants prepare<br />

responsive proposals, and shall bring as much transparency as possible to <strong>the</strong> selection<br />

procedure by providing in<strong>for</strong>mation on <strong>the</strong> evaluation process and by indicating <strong>the</strong><br />

evaluation criteria and factors and <strong>the</strong>ir respective weights and <strong>the</strong> minimum passing<br />

quality score. The ITB should indicate an estimate <strong>of</strong> <strong>the</strong> level <strong>of</strong> key staff inputs (in staff<br />

time) required <strong>of</strong> <strong>the</strong> consultants or <strong>the</strong> total budget.<br />

Consultants, however, should be free to prepare <strong>the</strong>ir own estimates <strong>of</strong> staff time to carry<br />

out <strong>the</strong> assignment and to <strong>of</strong>fer <strong>the</strong> corresponding cost in <strong>the</strong>ir proposals. The ITB should<br />

specify <strong>the</strong> bid validity period, which should be adequate <strong>for</strong> <strong>the</strong> evaluation <strong>of</strong> bids,<br />

decision on award, and finalization <strong>of</strong> contact negotiations.<br />

3.2 PARTICIPANTS<br />

The Bidding Documents shall be prepared by <strong>the</strong> procuring entity following <strong>the</strong> standard<br />

<strong>for</strong>ms and manuals prescribed by <strong>the</strong> GPPB .The following are involved in <strong>the</strong><br />

preparation <strong>of</strong> <strong>the</strong> bidding documents:<br />

a. BAC;<br />

b. TWG;<br />

c. BAC Secretariat and/or <strong>the</strong> <strong>procurement</strong> <strong>of</strong>fice/unit;<br />

d. End-user/PMO; and<br />

e. Consultants hired by <strong>the</strong> Procuring entity to prepare <strong>the</strong> bidding documents.<br />

3.3 ISSUANCE OF BIDDING DOCUMENTS<br />

Section 17.3 <strong>of</strong> <strong>the</strong> revised IRR specifies <strong>the</strong> period within which a bidding document<br />

containing <strong>the</strong> pertinent in<strong>for</strong>mation to <strong>the</strong> <strong>consulting</strong> contract to be bid shall be made<br />

available to a prospective bidder. To provide prospective bidders ample time to examine<br />

<strong>the</strong> Bidding Documents and to prepare <strong>the</strong>ir respective bids, <strong>the</strong> concerned BAC shall<br />

make <strong>the</strong> Bidding Documents <strong>for</strong> <strong>the</strong> contract to be bid available <strong>for</strong> <strong>the</strong> following period:<br />

a. Eligibility documents shall be made available from <strong>the</strong> time <strong>the</strong> REI is first<br />

advertised/posted until <strong>the</strong> deadline <strong>for</strong> <strong>the</strong> eligibility check; and,<br />

b. Bidding Documents, from <strong>the</strong> determination <strong>of</strong> <strong>the</strong> short listed bidders until <strong>the</strong><br />

deadline <strong>for</strong> <strong>the</strong> submission and receipt <strong>of</strong> bids.<br />
