Use interchangeably with term Public Bidding: It is a method <strong>of</strong><br />

<strong>procurement</strong> which is open to participation by any interested party<br />

and which consists <strong>of</strong> <strong>the</strong> following processes: advertisement, prebid<br />

conference, eligibility screening <strong>of</strong> prospective bidders, receipt<br />

and opening <strong>of</strong> bids, evaluation <strong>of</strong> bids, post-qualification, and<br />

award <strong>of</strong> contract.<br />

Mail and fax costs, plus cost <strong>of</strong> advertising, meetings, internet/web<br />

posting and o<strong>the</strong>r costs incurred <strong>for</strong> <strong>the</strong> dissemination <strong>of</strong> in<strong>for</strong>mation<br />

about <strong>the</strong> bidding.<br />

A <strong>for</strong>mal written communication sent to <strong>the</strong> participants <strong>of</strong> <strong>the</strong><br />

conference (such as <strong>the</strong> Pre-<strong>procurement</strong>, Pre-bid and Post- Award<br />

Conference) in<strong>for</strong>ming <strong>the</strong>m when and where <strong>the</strong> conference will be<br />

held.<br />

Refers to a clash between public interest and <strong>the</strong> private pecuniary<br />

interest <strong>of</strong> <strong>the</strong> individual concerned (Black‟s law Dictionary, 5th ed.)<br />

Refer to <strong>service</strong>s <strong>for</strong> Infrastructure Projects and o<strong>the</strong>r types <strong>of</strong><br />

projects or activities <strong>of</strong> <strong>the</strong> Government requiring adequate external<br />

technical and pr<strong>of</strong>essional expertise that are beyond <strong>the</strong> capability<br />

and/or capacity <strong>of</strong> <strong>the</strong> Government to undertake such as, but not<br />

limited to: (i) advisory and review <strong>service</strong>s; (ii) pre-investment or<br />

feasibility studies; (iii) design; (iv) construction supervision; (v)<br />

management and related <strong>service</strong>s; and (vi) o<strong>the</strong>r technical <strong>service</strong>s<br />

or special studies (Sec. 5 i <strong>of</strong> <strong>the</strong> revised IRR).<br />

A report issued by <strong>the</strong> GPPB that contains a list <strong>of</strong> people and/or<br />

organizations that are barred from participating in any Government<br />

<strong>procurement</strong> project.<br />

Services <strong>for</strong> Infrastructure Projects and o<strong>the</strong>r types <strong>of</strong> projects or<br />

activities <strong>of</strong> <strong>the</strong> Government requiring adequate external technical<br />

and pr<strong>of</strong>essional expertise that are beyond <strong>the</strong> capability and/or<br />

capacity <strong>of</strong> <strong>the</strong> Government to undertake such as, but not limited to:<br />

and related <strong>service</strong>s; and (vi) o<strong>the</strong>r technical <strong>service</strong>s or special<br />

studies.<br />

Project sign-<strong>of</strong>f or acceptance <strong>of</strong> <strong>the</strong> project/goods by <strong>the</strong> end- user.<br />

The execution <strong>of</strong> a contract, covering <strong>the</strong> following milestones:<br />

effectivity <strong>of</strong> <strong>the</strong> contract; contractor‟s per<strong>for</strong>mance <strong>of</strong> his<br />

contractual obligations; procuring entity‟s per<strong>for</strong>mance <strong>of</strong> its<br />

contractual obligations, as specified in <strong>the</strong> Contract; final<br />
