MANUAL PROCEDURES FOR THE PROCUREMENT OF CONSULTING SERVICES<br />
WHEREAS, <strong>the</strong> respective calculated mean technical score <strong>of</strong> Company A and Company B shows that<br />
<strong>the</strong> technical proposals <strong>of</strong> both firms have met <strong>the</strong> minimum requirements in <strong>the</strong> TOR. The TWG only<br />
noted some observations, to wit:<br />
A. Company A<br />
1. Its main expertise is focused on advertising and public relations.<br />
2. Its staff members are educated and well-trained in relation to communication, public relations,<br />
and advertising.<br />
3. The technical proposal has clear concept and target. The developed IEC prototype materials suit<br />
<strong>the</strong> plan <strong>of</strong> <strong>the</strong> client.<br />
B. Company B<br />
1. Its experience is on graphic/creative design. It has no experience in branding and creative strategy<br />
development.<br />
2. Its communication expert came from <strong>the</strong> academe with little advertising experience.<br />
3. The technical proposal contains more <strong>of</strong> <strong>the</strong>oretical content. It has a better approach and<br />
methodology based on its framework. It has a wider scope and target audience. However, it has<br />
no creative execution.<br />
4. It has a similar experience with <strong>the</strong> project having participated in <strong>the</strong> development and execution<br />
<strong>of</strong> various communication plans <strong>for</strong> <strong>the</strong> health sector.<br />
WHEREAS, in view <strong>of</strong> <strong>the</strong> above-indicated mean scores and observations, <strong>the</strong> TWG recommended that<br />
<strong>the</strong> financial proposals <strong>of</strong> both <strong>of</strong> <strong>the</strong> shortlisted firms, namely, Company A and Company B be opened;<br />
WHEREAS, on 02 September 2010, a letter was sent to both firms in<strong>for</strong>ming <strong>the</strong>m about <strong>the</strong> results <strong>of</strong><br />
<strong>the</strong> evaluation <strong>of</strong> <strong>the</strong>ir technical proposals and inviting <strong>the</strong>m <strong>for</strong> <strong>the</strong> opening <strong>of</strong> financial proposals;<br />
WHEREAS, on 08 September 2010, <strong>the</strong> BAC opened <strong>the</strong> financial proposals, read <strong>the</strong> bid prices publicly,<br />
and posted <strong>the</strong> same on <strong>the</strong> abstract <strong>of</strong> bids:<br />

WHEREAS, on <strong>the</strong> same date, <strong>the</strong> financial proposals <strong>of</strong> <strong>the</strong> two (2) firms were <strong>for</strong>warded to <strong>the</strong> TWG<br />
<strong>for</strong> evaluation;<br />
WHEREAS, on 20 September 2010, <strong>the</strong> TWG submitted <strong>the</strong>ir financial evaluation report to <strong>the</strong> BAC with<br />
<strong>the</strong> following ratings:<br />
