COMPETITIVE BIDDING<br />

Competitive or public bidding is a method <strong>of</strong> <strong>procurement</strong> that is open to all interested and qualified parties<br />

(Section 5.h <strong>of</strong> <strong>the</strong> revised IRR). It is preferred over o<strong>the</strong>r methods <strong>of</strong> <strong>procurement</strong>. A procuring entity<br />

should, <strong>the</strong>re<strong>for</strong>e, see to it that its <strong>procurement</strong> program allows <strong>for</strong> enough time to conduct such public<br />

bidding (Section 48.2 <strong>of</strong> <strong>the</strong> revised IRR).<br />

Competitive bidding consists <strong>of</strong> <strong>the</strong> following processes; advertisement, pre-bid conference, eligibility<br />

screening <strong>of</strong> prospective bidders, receipt and opening <strong>of</strong> bids, evaluation <strong>of</strong> bids, post-qualification, and<br />

award <strong>of</strong> contract (Section 5.h <strong>of</strong> <strong>the</strong> revised IRR).<br />

For <strong>consulting</strong> <strong>service</strong>, additional steps such as <strong>the</strong> short listing <strong>of</strong> prospective bidders (Section 24.5 <strong>of</strong> <strong>the</strong><br />

revised IRR) are included to ensure that qualified, competent, and experienced consultants are hired to<br />

accomplish <strong>the</strong> <strong>procurement</strong> project on <strong>consulting</strong>.<br />

The opening <strong>of</strong> bids up to <strong>the</strong> award <strong>of</strong> contract should not exceed three (3) months, or a shorter period to<br />

be determined by <strong>the</strong> Procuring Entity In case <strong>the</strong> deadline <strong>for</strong> each activity falls on a non-working day (i.e.<br />

Saturday and Sunday), legal holiday, or special non-working holiday, <strong>the</strong> deadline shall be <strong>the</strong> next working<br />

day.<br />
