MANUAL PROCEDURES FOR THE PROCUREMENT OF CONSULTING SERVICES<br />

Part <strong>of</strong> <strong>the</strong> Breastfeeding COMBI Plan is <strong>the</strong> branding <strong>of</strong> behavior and <strong>the</strong> development<br />

and production <strong>of</strong> creative/campaign materials. It is in this context that we are hiring an<br />

advertising agency that will take care <strong>of</strong> <strong>the</strong>se activities.<br />

II.<br />

OBJECTIVES<br />

To engage <strong>the</strong> <strong>service</strong>s <strong>of</strong> an advertising agency to assist <strong>the</strong> <strong>DOH</strong> in:<br />

A. Developing an executional communication strategy and branding <strong>of</strong> behavior <strong>for</strong><br />

breastfeeding<br />

B. Developing and implementing <strong>the</strong> Public Relations plan<br />

C. Developing and producing creative/campaign materials to include logo, reporting<br />

and recording <strong>for</strong>ms and collaterals<br />

III.<br />

SCOPE OF WORK<br />

A. Submit inception report<br />

B. Submit comprehensive studies <strong>of</strong> creative executional communication strategy<br />

and <strong>the</strong> branding <strong>of</strong> behavior <strong>for</strong> breastfeeding<br />

C. Develop and implement Public Relations plan<br />

D. Organize a launch event <strong>for</strong> <strong>the</strong> breastfeeding “brand”<br />

E. Undertake a pre test <strong>of</strong> <strong>the</strong> prototype creative materials<br />

F. Document <strong>the</strong> pre test results and submit to project managers<br />

G. Finalize <strong>the</strong> creative materials<br />

H. Secure approval <strong>of</strong> <strong>the</strong> Cluster Head and <strong>the</strong> Execom on <strong>the</strong> materials and plans<br />

I. Reproduction <strong>of</strong> <strong>the</strong> creative/campaign materials<br />

IV.<br />

EXPECTED OUTPUTS/DELIVERABLES<br />

A. Inception report<br />

B. Plan <strong>for</strong> <strong>the</strong> branding strategy <strong>of</strong> breastfeeding behaviors.<br />

C. Prototype <strong>of</strong> creative materials such as posters, certificates, vests etc.<br />

D. Plans <strong>for</strong> <strong>the</strong> public relations and launch event<br />

E. Pre test plan and methodology<br />

F. Results <strong>of</strong> <strong>the</strong> pre-testing<br />

G. Final Art (FA) <strong>of</strong> designs and prototypes <strong>of</strong> material<br />

H. Reproduced copies <strong>of</strong> <strong>the</strong> creative and o<strong>the</strong>r campaign support materials:<br />
