FY 2011 Annual Report<br />

to the chief executive <strong>of</strong>ficer <strong>of</strong> each taxing jurisdiction that levies taxes on real<br />

property in the District, and to the Attorney General <strong>of</strong> Texas, and the State<br />

Comptroller, as required by state law.<br />

On June 8, 2011, <strong>City</strong> Council approved resolution 11-1542 authorizing a public<br />

hearing to be held on June 22, 2011 to receive comments to consider an<br />

amendment to the Tax Increment Financing Reinvestment Zone Number Four<br />

(Cedars TIF District) Project Plan and Reinvestment Zone Financing Plan<br />

(Project Plan) to: extend the term <strong>of</strong> the TIF District for a 10 year period from<br />

December 31, 2012 through December 31, 2022; decrease the <strong>City</strong> <strong>of</strong> <strong>Dallas</strong>’<br />

participation after tax year 2012 from 100% to 90%; direct the <strong>City</strong> Manager to<br />

negotiate an increase in <strong>Dallas</strong> County’s participation rate after tax year 2012<br />

from 65% to 75% and to execute an amendment to the Interlocal Agreement<br />

between the <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> and <strong>Dallas</strong> County to reflect such increase; amend the<br />

Cedars TIF Infrastructure Improvements - Street<br />

Construction/Streetscape/Water/Wastewater/Drainage Improvements/ East-West<br />

Corridor Construction budget line item to include Public Open Spaces and<br />

Economic Development Grants; and make corresponding modifications to the<br />

Cedars Project Plan to reflect these amendments.<br />

On June 22, 2011, <strong>City</strong> Council approved resolution 11-1707 authorizing<br />

Supplemental Agreement No. 1 to the pr<strong>of</strong>essional services contract with Urban<br />

Engineers Group, Inc. to provide alley improvements between McKee Street and<br />

Beaumont Street from Browder Street to McKee Street - Not to exceed $45,329,<br />

from $187,033 to $32,362 - Financing: Cedars TIF District Funds ($31,759) and<br />

Water Utilities Capital Improvement Funds ($13,570).<br />

On June 22, 2011, <strong>City</strong> Council approved resolution 11-1789/Ordinance No.<br />

28275 authorizing a public hearing to receive comments regarding an<br />

amendment to the <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> Thoroughfare Plan to change the dimensional<br />

classification <strong>of</strong> Lamar Street from IH-30 to Corinth Street from a six-lane divided<br />

roadway M-6-D(A) within 100 feet <strong>of</strong> right-<strong>of</strong>-way to a special five-lane undivided<br />

roadway (SPCL-5-U) within 80 feet <strong>of</strong> right-<strong>of</strong>-way and 60 feet <strong>of</strong> pavement; and,<br />

at the close <strong>of</strong> the hearing, authorize an ordinance implementing the change.<br />

On June 22, 2011, <strong>City</strong> Council approved resolution 11-1793 authorizing a public<br />

hearing to receive comments to consider an amendment to the Tax Increment<br />

Financing Reinvestment Zone Number Four (Cedars TIF District) Project Plan<br />

and Reinvestment Zone Financing Plan (Project Plan) to: extend the term <strong>of</strong> the<br />

TIF District for a 10 year period from December 31, 2012 through December 31,<br />
