Exhibit A - Fort Worth Avenue TIF District<br />

FY 2011 Annual Report<br />

TIF increment collections began in tax year 2009, generating<br />

approximately $157,698 total in incremental revenue for the district during<br />

the 2011 fiscal year. Another $178,589 is expected in the 2012 fiscal year.<br />

Avalon at Kessler Park, the McDonald’s, and Comerica Bank are complete<br />

and have begun to contribute to the TIF fund.<br />

• Diversify retail and commercial uses in the district.<br />

The Aldi grocery store, completed in 2011, added 16,895 square feet <strong>of</strong><br />

retail space. Metro Paws Animal Hospital will provide 4,700 square feet <strong>of</strong><br />

veterinary clinic space. In addition, the Cliff Café re-opened as Smoke in<br />

September 2009 and retained restaurant space in the district.<br />

Planned development west <strong>of</strong> the Belmont will provide additional retail<br />

space.<br />

The Collective will add 40,000 square feet <strong>of</strong> retail and commercial space.<br />

Sylvan|Thirty is planned to contain a natural foods grocery store and add<br />

53,800 square feet <strong>of</strong> retail space to the district.<br />

Year-End Summary <strong>of</strong> Meetings and Council Items<br />

During the fiscal year from October 1, 2010 to September 30, 2011, the Fort Worth<br />

Avenue TIF District Board <strong>of</strong> Directors held 4 meetings.<br />

The Board can consist <strong>of</strong> up to ten members, including five <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> appointees,<br />

two <strong>Dallas</strong> Independent School District appointees, one <strong>Dallas</strong> County appointee, one<br />

<strong>Dallas</strong> Community College District appointee, and one <strong>Dallas</strong> County Hospital District<br />

appointee. On October 2, 2007, the <strong>Dallas</strong> County Community College District <strong>of</strong>ficially<br />

waived its right to appoint a representative to the Fort Worth Avenue TIF Board. This<br />

action allows the <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> to appoint a total <strong>of</strong> six members to the board.<br />

During FY 2011 the Board members were: Randall White, city appointee and chairman<br />

(attended 3 <strong>of</strong> 3 meetings, resigned May 11, 2011); Deborah Carpenter, city appointee<br />

and vice chair (attended 4 <strong>of</strong> 4 meetings); Scott Griggs, city appointee (attended 0 <strong>of</strong> 0<br />

meetings; resigned October 10, 2010); JD Jasso, city appointee (attended 4 <strong>of</strong> 4<br />

meetings); J. B. Jones, city appointee (attended 4 <strong>of</strong> 4 meetings); Pam Williams, city<br />

appointee (attended 2 <strong>of</strong> 4 meetings); Orlando Alameda, DISD appointee (attended 3 <strong>of</strong><br />

4 meetings); Hector Flores, DISD appointee (attended 3 <strong>of</strong> 4 meetings); and Rick<br />

Loessberg, <strong>Dallas</strong> County appointee (attended 1 <strong>of</strong> 4 meetings). The <strong>Dallas</strong> County<br />

Hospital District has not appointed a board member and has not waived its right to do<br />

so.<br />
