from the property line and may not project into public rights-<strong>of</strong>-way, required yards, fire lanes, parking<br />

lots, or driveways.<br />

Maximum effective area is 100 square feet. Minimum effective area is<br />

(3) Display.<br />

(A) Static messages may not change more frequently than once every eight<br />

seconds, with a transition period <strong>of</strong> two seconds or less. Changes <strong>of</strong> message must occur simultaneously<br />

on the entire sign face.<br />

(B) Video or animated display may not change more frequently than once<br />

every twenty seconds, with a transition period <strong>of</strong> two seconds or less.<br />

(C) Detached videobaord signs may only operate between the hours <strong>of</strong> 6:00<br />

a.m. and 10:00 p.m., Monday through Sunday.<br />

(D) Display must be internally controlled to automatically dim the brightness<br />

from 10000 NITS during the day to 750 NITS during the evening and night.<br />

Detached videoboard signs must have display on both sides <strong>of</strong> each sign.<br />

Sound is prohibited.<br />

SEC. 51P-XXX.115.<br />

ADDITIONAL PROVISIONS.<br />

(a)<br />

The Property must be properly maintained in a state <strong>of</strong> good repair and neat appearance.<br />

(b) Development and use <strong>of</strong> the Property must comply with all federal and state laws and<br />

regulations, and with all ordinances, rules, and regulations <strong>of</strong> the city.<br />

SEC. 51P-XXX.116.<br />

COMPLIANCE WITH CONDITIONS.<br />

(a) All paved areas, permanent drives, streets, and drainage structures, if any, must be<br />

constructed in accordance with standard city specifications, and completed to the satisfaction <strong>of</strong> the<br />

director <strong>of</strong> public works and transportation.<br />

(b) The building <strong>of</strong>ficial shall not issue a building permit to authorize work, or a certificate<br />

<strong>of</strong> occupancy to authorize the operation <strong>of</strong> a use, until there has been full compliance with this article, the<br />

<strong>Dallas</strong> Development Code, the construction codes, and all other ordinances, rules, and regulations <strong>of</strong> the<br />

city.<br />
