Parking: The requirement for <strong>of</strong>f-street parking for an elementary school, pursuant<br />

to the <strong>Dallas</strong> Development Code is one and one-half space for each elementary school<br />

classroom.<br />

The number <strong>of</strong> required <strong>of</strong>f-street parking spaces for the proposed elementary school is<br />

59 spaces and the applicant is proposing to provide 112 <strong>of</strong>f-street parking spaces. The<br />

total number <strong>of</strong> proposed classrooms determines the number <strong>of</strong> required parking<br />

spaces. DISD is proposing approximately 39 classrooms for the elementary school.<br />

DISD will have to meet the parking requirements in accordance to Section 51A-4.200 <strong>of</strong><br />

the <strong>Dallas</strong> Development Code for any future expansion.<br />

The applicant has acquired certain lots within the adjacent residential block to develop a<br />

parking lot for the new school. Access to the surface parking lot is from Fitzhugh<br />

Avenue and Philip Avenue. Philip Avenue will be designated as a one way street during<br />

certain school hours. The proposed surface parking lot, in addition to, the additional <strong>of</strong>fstreet<br />

parking spaces that are located on the main school’s campus will meet the<br />

necessary parking requirements for the proposed elementary school.<br />

Additional <strong>of</strong>f-street parking for service trucks is provided on the southwest portion <strong>of</strong><br />

the school. Access to the service area is from E. Grand Avenue.<br />

Landscaping: Landscaping <strong>of</strong> any development will be in accordance with the<br />

attached landscape plan.<br />

Motion: In considering an application for a Planned Development District for a<br />

public school other than an open-enrollment charter school and D(A) Duplex<br />

District uses on property zoned an D(A) Duplex District and a CS Commercial<br />

Service District on the south corner <strong>of</strong> S. Barry Avenue and Philip Avenue, and<br />

certain lots in an area generally bounded by S. Fitzhugh Avenue, Philip<br />

Avenue, S. Barry Avenue and Gurley Avenue, it was moved to hold this case<br />

under advisement until December 15, 2012.<br />
