Deep Ellum TIF District FY 2011<br />

Annual Report<br />

The assessed property value from the base year to 2011 increased by<br />

approximately 31.3% despite decrease <strong>of</strong> 1.6% since 2010. This is an<br />

increase <strong>of</strong> approximately $35.6 million. Based upon current estimates<br />

and established 2011 values, the district will generate over $27.2 million<br />

(in 2006 dollars) by FY 2027 before the TIF expires in 2028.<br />

• To diversify retail and commercial uses in the district.<br />

The staff and the Board saw the Phases I, II, & III <strong>of</strong> the Olympia Arts<br />

completed, which along with the Ambrose development, added over<br />

33,000 square feet <strong>of</strong> retail, service, and commercial space. The staff and<br />

the Board will continue to work to expand retail and commercial uses to<br />

meet the existing and growing needs <strong>of</strong> the residential population and the<br />

increased traffic as a result <strong>of</strong> the expansion <strong>of</strong> the DART Light Rail<br />

system into the area.<br />

Year-End Summary <strong>of</strong> Meetings<br />

The Deep Ellum TIF District Board <strong>of</strong> met four times during the fiscal year from October<br />

1, 2010 to September 30, 2011. The Board approved and forwarded two items to <strong>City</strong><br />

Council for approval. An additional six (6) items related to properties in the TIF District<br />

were also considered by Council during the year. The most significant <strong>of</strong> these actions<br />

related to the design <strong>of</strong> street reconfiguration and streetscape improvements on Elm<br />

Street and a property sale related to the <strong>City</strong> Lights project.<br />

The Board can consist <strong>of</strong> up to ten members, including five <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> appointees,<br />

two <strong>Dallas</strong> Independent School District appointees, one <strong>Dallas</strong> County appointee, one<br />

<strong>Dallas</strong> Community College District appointee (note: during FY 2008, DCCCD waived the<br />

appointment <strong>of</strong> a representative, thus the <strong>City</strong> can appoint an additional representative if<br />

desired), and one <strong>Dallas</strong> County Hospital District appointee. The Board members are<br />

(FY 2011 Board meetings attended): Laura “Zane” Aveton – <strong>City</strong> Representative (2 <strong>of</strong> 4<br />

meetings), Brian Barton – <strong>City</strong> Representative (3 <strong>of</strong> 4 meetings), Chase Evans – <strong>City</strong><br />

Representative (3 <strong>of</strong> 4 meetings), Herbert Goodman – <strong>City</strong> Representative (2 <strong>of</strong> 4<br />

meetings), John Miller – <strong>City</strong> Representative (4 <strong>of</strong> 4 meetings), Rick Loessberg – <strong>Dallas</strong><br />

County Representative (3 <strong>of</strong> 4 meetings), Orlando Alameda – DISD Representative (4<br />

<strong>of</strong> 4 meetings), and Hector Flores – DISD Representative (1 <strong>of</strong> 4 meetings). There is a<br />

vacant position on the Board as <strong>of</strong> September 30, 2011.<br />

During the fiscal year the <strong>City</strong> Council approved eight (8) items associated with the<br />

Deep Ellum TIF District. Three (3) items were related to applications for Specific Use<br />

Permits (SUPs) in a <strong>City</strong> Council effort to improve the area for more suitable and<br />

compatible commercial uses and the Deep Ellum TIF District Annual Report for 2010.<br />

• On February 23, 2010 the <strong>City</strong> Council, by Resolution 11-0531, authorized a<br />

resolution accepting the FY 2010 Annual Report on the status <strong>of</strong> Tax Increment<br />

Financing Reinvestment Zone Number Twelve, (Deep Ellum TIF District),<br />
