Authorize a three-year service contract for litter pick up and refuse collection services at<br />

<strong>City</strong> parks - Good Earth Corporation, lowest responsible bidder <strong>of</strong> six - Not to exceed<br />

$6,975,173 - Financing: Current Funds (subject to annual appropriations)<br />

BACKGROUND<br />

This action does not encumber funds; the purpose <strong>of</strong> a service contract is to establish<br />

firm pricing for services, for a specific term, which are ordered on an as needed basis.<br />

This service contract will be used for regular litter pick up and refuse collection services<br />

for parks throughout the <strong>City</strong>. Park and Recreation is responsible for more than 21,000<br />

park acres, 17,196 acres <strong>of</strong> greenbelt/park land, and 61 miles <strong>of</strong> jogging and bike trails.<br />

This contract will allow for litter pick up and refuse collection service on a predetermined<br />

frequency established by the <strong>City</strong> ranging from daily to twice weekly. Frequency is<br />

based on the amount <strong>of</strong> traffic at any given location. This service contract also has a<br />

provision for year round emergency response and twice-daily service at many locations<br />

from March to October. Adjustments to the schedule can be made based on variable<br />

needs, such as special events and sprayground activity.<br />

This service contract will provide for litter barrel replacement. During routine service,<br />

when the vendor observes a non-usable barrel due to rust, theft, etc., the vendor will<br />

replace the barrel. Specifications were provided for standardization <strong>of</strong> replacement<br />

barrels.
