FY 2011 Annual Report<br />

Village project. The Lancaster Urban Village project is being viewed as an important<br />

seed project for the Veterans Hospital “VA” DART Station area and has been planned in<br />

conjunction with a related project to expand the <strong>Dallas</strong> Urban League <strong>of</strong>fices and<br />

training facilities. Staff worked extensively with <strong>City</strong> Wide Community Development<br />

Corporation and their partner Catalyst Urban Development, LLC on coordination for<br />

other funding programs to complete the financing package for the project. In 2009, <strong>City</strong><br />

Council approved an economic development forgivable loan agreement for to assist<br />

with land assemblage and related costs for the <strong>Dallas</strong> Urban League expansion and<br />

adjacent mixed-use development. In December 2010, the TIF Board approved a<br />

deadline extension for the project to allow an additional time to secure remaining<br />

financing sources for the project necessary due to the complexity with structuring both<br />

Housing and Urban Development (HUD) Sec 108 and 221d4 programs and New Market<br />

Tax Credit sources.<br />

In October 2010, the <strong>City</strong> was awarded a $2.225 million HUD Community Challenge<br />

Planning Grant to be shared among three focus areas: 1) Lancaster Corridor/TOD TIF<br />

District (primarily Kiest and VA Station areas), 2) the DART Green Line Corridor<br />

including Hatcher Station-Spring Avenue JB Jackson, and Buckner station areas, and 3)<br />

the Vickery Meadow / Five Points Area. Funding activities will include creation <strong>of</strong> area<br />

plans, preconstruction planning related to affordable housing and mixed-use<br />

development within ½ mile <strong>of</strong> transit stations and land acquisition as needed. During FY<br />

2011, a request for proposals (RFP) was issued for preparation <strong>of</strong> area plans and<br />

recommended consultant selection(s) are anticipated for <strong>City</strong> Council consideration in<br />

December 2011.<br />

During FY 2011, the TIF Board and <strong>City</strong> Council approved a development agreement<br />

with Southern Methodist University (SMU) dedicating up to $400,000 for reimbursement<br />

<strong>of</strong> a local match as part <strong>of</strong> a NCTCOG Sustainable Development grant for pedestrian<br />

improvements along SMU Boulevard and a Katy Trail Extension from SMU Boulevard to<br />

Twin Sixties Drive. These improvements will provide district wide benefits that improve<br />

pedestrian and bicycle safety and connectivity to the Mockingbird DART Station,<br />

existing businesses and new development along with providing additional green space<br />

for residents and employees <strong>of</strong> the area.<br />

Initial projects within the District completed, under construction or in the development<br />

stage are shown in the table below. During FY 2011, staff continued discussions with<br />

Sphinx Development Corporation on plans and funding needs for future phases <strong>of</strong> the<br />

Fiji/Compton project along with other prospective projects in the various sub-districts.<br />
