Consult the use regulations (Division 51A-4.200) for the specific <strong>of</strong>f-street parking<br />

(b) Except as provided in this paragraph, Tracts 1, 2, and 3 are considered one lot.<br />

Exception: Required <strong>of</strong>f-street parking and loading for a child-care facility and private school must be<br />

located on the tract as the child-care facility and private school.<br />

SEC. 51P- .110. TRAFFIC MANAGEMENT PLAN.<br />

(a)<br />

In general.<br />

(1) In general. Operation <strong>of</strong> the private school must comply with the attached traffic<br />

management plan.<br />

(b) Queuing. Except as provided in the traffic management plan, queuing is only permitted<br />

inside the Property. Except as provided in the traffic management plan, student drop-<strong>of</strong>f and pick-up are<br />

not permitted within city rights-<strong>of</strong>-way.<br />

(c)<br />

Traffic study.<br />

(1) The Property owner or operator shall prepare a traffic study evaluating the<br />

sufficiency <strong>of</strong> the traffic management plan. The initial traffic study must be submitted to the director by<br />

November 1, following two years after the date <strong>of</strong> the required traffic management plan as required in<br />

subparagraph (a). After the initial traffic study, the Property owner or operator shall submit updates <strong>of</strong><br />

the traffic study to the director by November 1 <strong>of</strong> each subsequent two-year period.<br />

(2) The traffic study must be in writing, performed by a licensed engineer, based on<br />

a minimum <strong>of</strong> four samples taken on different school days at different drop-<strong>of</strong>f and pick-up times over a<br />

two-week period, and must contain an analysis <strong>of</strong> the following:<br />

<strong>of</strong> students;<br />

(A)<br />

(B)<br />

(C)<br />

(D)<br />

(E)<br />

(F)<br />

(G)<br />

ingress and egress points;<br />

queue lengths;<br />

number and location <strong>of</strong> personnel assisting with loading and unloading<br />

drop-<strong>of</strong>f and pick-up locations;<br />

drop-<strong>of</strong>f and pick-up hours for each grade level;<br />

hours for each grade level; and<br />

circulation.<br />

(3) Queuing within the <strong>City</strong> right-<strong>of</strong>-way is prohibited unless written approval is<br />

obtained from the director <strong>of</strong> public works and transportation.<br />

(4) Queuing within the <strong>City</strong> right-<strong>of</strong>-way must not impede maneuvering for<br />

emergency vehicles.<br />

(5) Within 30 days after submission <strong>of</strong> a traffic study, the director shall determine if<br />
