Authorize (1) the application for and acceptance <strong>of</strong> the Law Enforcement and Service<br />

Provider Multidisciplinary Anti-Trafficking Task Forces grant from the U.S. Department<br />

<strong>of</strong> Justice, Office <strong>of</strong> Justice Programs as a sub-grantee in the amount <strong>of</strong> $150,000 to<br />

provide a proactive program to address the problem <strong>of</strong> human trafficking, for the period<br />

October 1, 2011 through September 30, 2013; (2) In-Kind contributions in the amount <strong>of</strong><br />

$166,886; and (3) execution <strong>of</strong> the grant agreement - Total not to exceed $316,886 -<br />

Financing: U.S. Department <strong>of</strong> Justice Grant Funds ($150,000) and In-Kind<br />

Contributions ($166,886) (subject to annual appropriations)<br />

BACKGROUND<br />

This grant funds a cooperative effort between the Vice Unit <strong>of</strong> the <strong>Dallas</strong> Police<br />

Department. Under this award the <strong>Dallas</strong> Police Department, as a member <strong>of</strong> the North<br />

Texas Anti-Trafficking Team, will participate in a human trafficking task force to provide<br />

support for state and local law enforcement to work more collaboratively with victim<br />

services organizations, federal law enforcement, U.S. Attorneys Offices, and the Civil<br />

Rights Division <strong>of</strong> the U.S. Department <strong>of</strong> Justice in the identification and rescue <strong>of</strong><br />

human trafficking victims who are in the United States. The primary goal <strong>of</strong> this<br />

program is to increase saving victims <strong>of</strong> trafficking, pursue investigations on individuals<br />

and organizations that will result in criminal prosecutions and large asset forfeitures.<br />

This will be achieved through 1) training <strong>of</strong> law enforcement in trafficking victim<br />

identification and the development <strong>of</strong> proactive law enforcement tactics; 2) the rescue <strong>of</strong><br />

trafficking victims by providing needed services in collaboration with trafficking victims<br />

service providers; and 3) the successful prosecution <strong>of</strong> human traffickers in coordination<br />

with U.S. Attorneys Offices.<br />

The <strong>Dallas</strong> Police Department provides In-Kind contributions for a part-time detective<br />

from the Enforcement Squad <strong>of</strong> the Vice Unit that will invest 50% <strong>of</strong> their time for<br />

Anti-Trafficking Task Force grant activities. The In-Kind contributions includes salary,<br />

pension and FICA costs for the two (2) year term <strong>of</strong> the grant; which are funded by the<br />

<strong>City</strong>'s general fund.
