Downtown Connection TIF District<br />

FY 2011 Annual Report<br />

$23,852,953 for TIF eligible project costs pursuant to the development<br />

agreement with TIF Hotel, Inc.<br />

• On August 10, 2011, <strong>City</strong> Council approved Resolution No. 11-2028, authorizing<br />

Supplemental Agreement No. 6 to the development agreement among the <strong>City</strong> <strong>of</strong><br />

<strong>Dallas</strong>, the Downtown <strong>Dallas</strong> Development Authority (the DDDA), and FC Merc<br />

Complex, L.P. (“FC Merc”), a Texas limited partnership, FC Continental<br />

Complex, L.P. (“FCC”), a Texas limited partnership, FC Continental Landlord,<br />

LLC, a Texas limited liability company (“FC Continental”) and FC Continental<br />

Manager, LLC, a Texas limited liability company and managing member <strong>of</strong> FC<br />

Continental (collectively called Forest <strong>City</strong>) to extend the substantial completion<br />

date for the Continental Building improvement project from December 31, 2011<br />

to December 31, 2012, with the extension <strong>of</strong> the date for an additional six months<br />

subject to approval by the Director <strong>of</strong> Economic Development, Downtown<br />

Connection TIF District.<br />

• On August 24, 2011, <strong>City</strong> Council approved Resolution No. 11-2229, authorizing<br />

a Chapter 380 economic development grant agreement pursuant to Chapter 380<br />

<strong>of</strong> the Texas Local Government Code in accordance with the <strong>City</strong>'s Public/Private<br />

Partnership Program with Priority Fulfillment Service, Inc., a wholly owned<br />

subsidiary <strong>of</strong> PFSweb, Inc., related to the relocation <strong>of</strong> its prime customer contact<br />

center to 1201 Elm Street, <strong>Dallas</strong>, Texas 75202 - Not to exceed $300,000.<br />

• On August 24, 2011, <strong>City</strong> Council approved Resolution No. 11-2230, authorizing<br />

an application to the Office <strong>of</strong> the Governor Economic Development and Tourism<br />

through the Economic Development Bank nominating Priority Fulfillment Service,<br />

Inc., a wholly-owned subsidiary <strong>of</strong> PFSweb, Inc., located at 1201 Elm Street,<br />

<strong>Dallas</strong>, Texas 75202 to receive designation as an Enterprise Project under the<br />

Texas Enterprise Zone Act, as amended (Government Code, Chapter 2303).<br />

• On September 14, 2011, <strong>City</strong> Council approved Ordinance No. 28349 and<br />

Resolution No. 11-2413, authorizing an ordinance granting a private license to<br />

FC Continental Landlord, LLC for the use <strong>of</strong> approximately 56 square feet <strong>of</strong> land<br />

to maintain and use a building encroachment on a portion <strong>of</strong> Prather Street right<strong>of</strong>-way,<br />

near the intersection with Commerce and Jackson Streets - Revenue:<br />

$1,000 annually plus the $20 ordinance publication fee.<br />

• On September 28, 2011, <strong>City</strong> Council approved Resolution No. 11-2570,<br />

authorizing (1) a development agreement with 1401 Elm Street Holdings, LLC, to<br />

dedicate future TIF revenues for eligible project costs related to environmental<br />

remediation and demolition, façade restoration, street and utility improvements<br />

and an Economic Development TIF Grant to provide funding for the<br />

redevelopment <strong>of</strong> 1401 Elm Street located in Tax Increment Financing<br />

Reinvestment Zone Eleven (Downtown Connection TIF District); and (2) the<br />

Downtown Connection TIF District Board <strong>of</strong> Directors to dedicate an amount not<br />

to exceed $30,000,000 from future Downtown Connection TIF District revenues,<br />
