Deep Ellum TIF District FY 2011<br />

Annual Report<br />

The SE Corridor (Green Line) DART light rail line opened in December<br />

2010 complementing the Deep Ellum, Baylor, and Fair Park light rail<br />

stations which opened in 2009. Current average ridership per weekday is<br />

180 at the Deep Ellum Station, 551 at the Baylor Station, and 879 at the<br />

Fair Park Station.<br />

• To improve access and connections to the DART light rail system within the<br />

district.<br />

Staff and the Board will continue to foster working relationships with DART<br />

and potential developers to encourage access and connections to these<br />

stations.<br />

Streetscape improvements and the changing from a one-way to a two-way<br />

street were planned as part <strong>of</strong> the 2006 Bond program for Elm Street<br />

between Exposition Avenue and Good-Latimer Expressway and<br />

Commerce Street. Planned improvements include wide sidewalks street<br />

trees, benches and bike racks; parallel parking; marked pedestrian<br />

crossings; and bikes sharing the two lanes <strong>of</strong> traffic. Conceptual design is<br />

approved and work is underway on preparation <strong>of</strong> construction<br />

documents. Additional funds will be needed to complete both Elm and<br />

Commerce Streets.<br />

• To support the conversion <strong>of</strong> the Deep Ellum area to a mixed-use, transit<br />

oriented neighborhood that complements Baylor Medical Center, Downtown<br />

<strong>Dallas</strong>, and Fair Park.<br />

Staff and the Board will continue to foster a working relationship with<br />

Baylor, DART, and potential developers to encourage transit oriented<br />

development that complements the district. When possible, staff and the<br />

Board will also take special studies into account. Though not physically in<br />

the TIF District, Baylor continues to be a powerful demand generator for<br />

Deep Ellum. Baylor University Medical Center at <strong>Dallas</strong> is a 1025-bed<br />

not-for-pr<strong>of</strong>it teaching hospital, providing patient care and research to<br />

residents <strong>of</strong> <strong>Dallas</strong> and the southwest United States. This nationally<br />

acclaimed medical center serves as flagship hospital for Baylor Health<br />

Care System and in 2009 was recertified as a Magnet Hospital for<br />

"Excellence in Nursing Services" from the American Nurses Credentialing<br />

Center -- the organization's highest level <strong>of</strong> recognition which merely two<br />

percent <strong>of</strong> hospitals nationwide have received. Also, Baylor <strong>Dallas</strong> was<br />

recognized in U.S. News & World Report’s 2009 "America's Best<br />

Hospitals,” a recognition that it has received for the past seventeen<br />

consecutive years.<br />

To address the immediate health needs <strong>of</strong> the community, in 2009 Baylor<br />

<strong>Dallas</strong> announced its partnership. The program, which will be housed at<br />
