BACKGROUND INFORMATION:<br />

• A portion <strong>of</strong> the request site permitted an open-enrollment charter school (SUP<br />

No. 1466) which expired on May 31, 2006.<br />

• The applicant proposes to provide for this open-enrollment charter school<br />

utilizing existing improvements as well as an approximate five acre expansion.<br />

• The proposed school will accommodate an anticipated enrollment in excess <strong>of</strong><br />

1,000 students, grades pre-k through two.<br />

• Existing deed restrictions on a portion <strong>of</strong> the property zoned a CR Community<br />

Retail District provide for a maximum floor area ratio (0.5:1) as well as maximum<br />

structure height (30 feet).<br />

Zoning History: There have been no recent zoning requests in the area.<br />

STAFF ANALYSIS:<br />

Comprehensive Plan: The request site is located in an area considered a Commercial<br />

center or corridor. These areas primarily function as service and job destinations and<br />

are similar to Business Centers or Corridors, but are smaller and incorporate less<br />

density. These corridors, commonly at the intersection <strong>of</strong> major streets, are easily<br />

accessed via automobiles. Buckner Boulevard is an example <strong>of</strong> a Commercial Corridor.<br />

Buildings in these areas tend to be on separate parcels and stand one to five stories<br />

with <strong>of</strong>fices, restaurants and a range <strong>of</strong> retail and commercial uses. In addition to jobs<br />

and services, Commercial Centers or Corridors also may include multifamily housing in<br />

low- to mid-rise apartment buildings or condominiums. Landscaping and urban design<br />

will enhance the visitor’s experience and is used to separate sidewalks from major<br />

roads and define pedestrian routes in large parking lots. For large shopping centers,<br />

this may involve adding public plazas or other “town center” features. Public transit<br />

enhancements as well as quality access and visibility are important components <strong>of</strong><br />

successful auto-oriented development.<br />
