Downtown Connection TIF District<br />

FY 2011 Annual Report<br />

• On November 10, 2010, <strong>City</strong> Council conducted a public hearing to receive<br />

comments regarding an application for and an ordinance granting a Specific Use<br />

Permit for a commercial amusement (inside) use within Planned Development<br />

District No. 619 for mixed uses on the south side <strong>of</strong> Main Street, west <strong>of</strong> Ervay<br />

Street by Resolution No. 10-2855. Denied.<br />

• On November 10, 2010, <strong>City</strong> Council approved Resolution No. 10-2879,<br />

authorizing (1) Supplemental Agreement No. 1 to the design-build contract with<br />

Schneider Electric Buildings America, Inc. for Light Emitting Diode lighting<br />

retr<strong>of</strong>its at Thanksgiving Square, <strong>City</strong> Hall, Central Library, Meyerson Symphony<br />

Center and Jack Evans Police Headquarters in the amount <strong>of</strong> $998,180; (2) the<br />

receipt and deposit <strong>of</strong> incentive funds in the amount <strong>of</strong> $300,000; and (3) an<br />

increase in appropriations for the deposit <strong>of</strong> incentive funds in the amount <strong>of</strong><br />

$300,000 in the Energy Management Fund - Not to exceed $998,180, from<br />

$320,000 to $1,318,180 - Financing: U.S. Department <strong>of</strong> Energy Grant Funds.<br />

• On December 8, 2010, <strong>City</strong> Council approved Ordinance No. 28071 and<br />

Resolution No. 10-3047, authorizing a public hearing to receive comments<br />

regarding a <strong>City</strong> Plan Commission authorized hearing to determine proper zoning<br />

relative to appropriate sign standards in the Arts District Special Provision Sign<br />

District including, but not limited to, provisions to allow video board signs, LED<br />

signs, and construction barricade signs in an area generally bounded by<br />

Harwood Street to the southwest, Woodall Rodgers Freeway to the northwest,<br />

Routh Avenue to the east, and Ross Avenue to the southeast and an ordinance<br />

granting revisions to the Arts District Special Provision Sign District.<br />

• On February 23, 2011, <strong>City</strong> Council approved Resolution No. 11-0530,<br />

authorizing a resolution accepting the FY 2010 Annual Report on the status <strong>of</strong><br />

Tax Increment Financing Reinvestment Zone Number Eleven, (Downtown<br />

Connection TIF District), submitted by the Downtown Connection TIF District's<br />

Board <strong>of</strong> Directors, and authorizing the <strong>City</strong> Manager to submit the annual report<br />

to the Chief Executive Officer <strong>of</strong> each taxing jurisdiction that levies taxes on real<br />

property in the District, and to the Attorney General <strong>of</strong> Texas, and the State<br />

Comptroller, as required by state law.<br />

• On February 23, 2011, <strong>City</strong> Council approved Resolution No. 11-0549,<br />

authorizing a service agreement with ONCOR Electric Delivery for connecting<br />

new electrical services for pedestrian lights on Elm Street from Akard Street to<br />

Ervay Street.<br />

• On February 23, 2011, <strong>City</strong> Council approved Resolution No. 11-0608,<br />

authorizing a resolution in support <strong>of</strong> the Texas Department <strong>of</strong> Housing and<br />

Community Affair’s (TDHCA) 9% low-income housing tax credit (LIHTC)<br />

allocation for St. Paul Apartments located at 1801 Young Street for the<br />

acquisition and new construction <strong>of</strong> the proposed 146-unit multifamily residential<br />

development for low income families.<br />
