Downtown Connection TIF District<br />

FY 2011 Annual Report<br />

Value and Increment Revenue Summary<br />

The base value <strong>of</strong> the zone is the total appraised value <strong>of</strong> all taxable real property in the<br />

District as determined by the <strong>Dallas</strong> Central Appraisal District in the certified roll for<br />

2005 with adjustments made to accommodate boundary amendments. The Downtown<br />

Connection TIF District's adjusted base value for the district is $564,917,317. The<br />

Downtown Connection TIF District’s 2011 assessed tax value was $1,556,764,047.<br />

This represents an increase <strong>of</strong> $991,846,730 (176.14%) over the adjusted base year<br />

value.<br />

The district’s value increased by $17,716,147 (1.15%) from the previous year. This<br />

increase will result in an estimated collection <strong>of</strong> approximately $8,440,665 in<br />

incremental revenue for the Downtown Connection TIF District.<br />

Development Goals and Objectives<br />

The final Downtown Connection Project Plan and Reinvestment Zone Financing Plan<br />

were adopted in late 2005. The following objectives and actions items set the<br />

framework for the planned improvements within the Downtown Connection TIF District:<br />

• Improve access between and within the Uptown and Downtown areas<br />

Construction continues on the Woodall Rodgers Deck Park with completion<br />

expected in 2013. Construction <strong>of</strong> pedestrian linkages connecting the DART light<br />

rail transit mall with the Main Street Retail District, public open spaces, <strong>City</strong> Hall<br />

and the Convention Center are underway. In July <strong>of</strong> 2010, the McKinney Avenue<br />

Transit Authority received a $4.9 million grant from the Federal Transit<br />

Administration and matching grant <strong>of</strong> $5 million from the North Central Texas<br />

Council <strong>of</strong> Government to complete the M-Line loop that branches <strong>of</strong>f <strong>of</strong><br />

McKinney Avenue at Olive Street. The line will improve connectivity between<br />

Uptown, Downtown, Woodall Rodgers Deck Park, the Arts District and DART<br />

downtown transit mall.<br />

Additionally, the creation <strong>of</strong> a circulator system for the area, as recommended by<br />

the Downtown <strong>Dallas</strong> 360 Area Plan, will be explored in the coming fiscal year.<br />

Funding sources and optimal route(s) must be identified for the recommended<br />

circulator system.<br />

• Improve the image <strong>of</strong> the Downtown Connection Area<br />

With the installation <strong>of</strong> several high-tech digital sign boards within the Main Street<br />

core, continued redevelopment <strong>of</strong> vacant building, and programming <strong>of</strong> the<br />

various downtown parks activity downtown has increased dramatically. Major<br />
