Southwestern Medical TIF District<br />

FY 2011 Annual Report<br />

Value and Increment Revenue Summary<br />

The Southwestern Medical TIF District encompasses approximately 245.7 acres. The<br />

base value is the total appraised value <strong>of</strong> all taxable real properties in the Southwestern<br />

Medical TIF District as determined by the <strong>Dallas</strong> Central Appraisal District in the<br />

certified roll. The Southwestern Medical District’s assessed 2011 tax value was<br />

$109,792,101, an increase <strong>of</strong> $42,381,047 over the base year value (62.9% increase<br />

from base value). The 2011 tax value decreased $15,809,502 (12.6%) from the 2010<br />

tax value. From the inception <strong>of</strong> the district, approximately, 73% <strong>of</strong> the increment is from<br />

the new construction and 27% from the general appreciation. The total 2011 increment<br />

revenue collected in 2012 is expected to be $326,887. The actual construction that<br />

occurred in 2011 will be reflected on the 2012 tax roll.<br />

Objectives, Programs, and Success Indicators<br />

The final Southwestern Medical Project Plan and Reinvestment Zone Financing Plan<br />

was adopted was adopted in January 2006 and amended in December 2008. Among<br />

the goals <strong>of</strong> the Plan are:<br />

• Additional taxable value attributed to new private investment in projects in the<br />

Southwestern Medical TIF District shall total approximately $280 million.<br />

Projects within the district had contributed approximately $58.5 million<br />

(21% <strong>of</strong> goal) in additional taxable value from the inception <strong>of</strong> the District.<br />

• New private development in the Southwestern Medical TIF District shall add a<br />

total <strong>of</strong> approximately 300,000 square feet <strong>of</strong> retail/<strong>of</strong>fice space and at least<br />

3,000 new apartment units.<br />

Projects underway within the district will contribute a minimum <strong>of</strong> 107,267<br />

square feet <strong>of</strong> retail <strong>of</strong>fice space (35.7% <strong>of</strong> goal) and 794 residential units<br />

(26.4% <strong>of</strong> goal). In addition, Parkland Hospital expansion plan includes 17<br />

story hospitals surrounded by new clinics and parking garages, worth $1.2<br />

billion.<br />

• Ridership at the future DART Parkland light rail station shall average 4,000 -<br />

5,000 riders per weekday by 2015.<br />

The Southwestern Medical District/Parkland light rail station ridership<br />

averages for the past six months (April 2011 – September 2011): during<br />

weekdays 1,590 riders (39% <strong>of</strong> goal), during Saturdays 778 riders and<br />

during Sundays 590 riders. The Parkland light rail station started operating<br />

from December 2010 and the ridership is expected to increase in the<br />

upcoming years.<br />

• Improve the access and connections to the DART light rail system within the<br />

Southwestern Medical TIF District.<br />
