through an Area Planning process. Urban Neighborhood streets will be very pedestrian<br />

friendly, providing excellent connectivity to shopping, schools and other community<br />

services. Emphasis should be placed on slowing traffic through use <strong>of</strong> on-street parking<br />

and other similar traffic calming measures. Public investments in these areas will focus<br />

on parks, pathways, transit stops, pedestrian-oriented landscaping and road<br />

improvements.<br />

STAFF ANALYSIS:<br />

Land Use Compatibility: The 8.391 acre campus is developed with a one-story,<br />

76,121 square foot elementary school. The applicant's request to amend Planned<br />

Development District No. 572 will allow for the school to increase the school's building<br />

footprint by 5,121 square feet.<br />

The new addition will accommodate four additional classrooms. The 5,121 square foot<br />

addition will be constructed between a breezeway, which is located on the southern<br />

portion <strong>of</strong> the campus, adjacent to the circular driveway. The student enrollment will not<br />

change as a result <strong>of</strong> the 4 additional classrooms. The school currently has 720<br />

students.<br />

Staff has reviewed and recommends approval <strong>of</strong> the applicant's request for an<br />

amendment to Planned Development District No. 572 for a public school other than an<br />

open enrollment charter school. The proposed development should not adversely<br />

impact the surrounding area.<br />

Parking: The requirement for <strong>of</strong>f-street parking for the school is derived by two<br />

criterions: 1) the number <strong>of</strong> classrooms and 2) the type <strong>of</strong> institution that serves the<br />

students (e.g., elementary, middle or high school). The <strong>Dallas</strong> Development Code<br />

requirement for <strong>of</strong>f-street parking for an elementary school is:<br />

• one and one-half spaces for each kindergarten/elementary school classroom;<br />
