<strong>City</strong> Center TIF District<br />

FY 2011 Annual Report<br />

Tax Increment Financing Reinvestment Zone Number Five, (<strong>City</strong> Center TIF<br />

District), submitted by the <strong>City</strong> Center TIF District's Board <strong>of</strong> Directors, and<br />

authorizing the <strong>City</strong> Manager to submit the annual report to the Chief Executive<br />

Officer <strong>of</strong> each taxing jurisdiction that levies taxes on real property in the District,<br />

and to the Attorney General <strong>of</strong> Texas, and the State Comptroller, as required by<br />

state law.<br />

• On February 23, 2011, <strong>City</strong> Council approved Resolution No. 11-0514,<br />

authorizing (1) the acceptance <strong>of</strong> the Transportation, Community and System<br />

Preservation Grant Funds (TXDOT); (2) the establishment <strong>of</strong> appropriations for<br />

the Transportation, Community and System Preservation Grant Funds (TXDOT)<br />

in the amount <strong>of</strong> $400,000; and (3) an eighteen-month pr<strong>of</strong>essional services<br />

contract for the Complete Streets Initiative with Kimley-Horn and Associates, Inc.<br />

in the amount <strong>of</strong> $795,000, most advantageous proposer <strong>of</strong> five - Total not to<br />

exceed $795,000 - Financing: North Central Texas Council <strong>of</strong> Governments<br />

Grant Funds ($400,000) and Transportation, Community and System<br />

Preservation Program Grant Funds ($395,000).<br />

• On March 9, 2011, <strong>City</strong> Council approved Resolution No. 11-0640, authorizing<br />

(1) the acceptance <strong>of</strong> a grant from the <strong>Dallas</strong> Downtown Improvement District to<br />

provide outreach services for hard-to-reach and chronically homeless individuals<br />

who reside within the Central Business District for the period October 1, 2010<br />

through March 31, 2011; and (2) execution <strong>of</strong> the grant agreement - Not to<br />

exceed $70,844 - Financing: Downtown Improvement District Homeless<br />

Outreach Funds.<br />

• On March 9, 2011, <strong>City</strong> Council approved Resolution No. 11-0659, authorizing an<br />

economic development grant agreement pursuant to Chapter 380 <strong>of</strong> the Texas<br />

Local Government Code in accordance with the <strong>City</strong>'s Public/Private Partnership<br />

Program - Business Development Grant Program with Houseman Building<br />

L.L.C., related to the remodeling <strong>of</strong> the Houseman Building located at 400 North<br />

Akard Street - Not to exceed $200,000 - Financing: Public/Private Partnership<br />

Funds.<br />

• On April 13, 2011, <strong>City</strong> Council approved Resolution No. 11-0975, authorizing<br />

the execution <strong>of</strong> a conditional grant agreement from the <strong>City</strong> Center Tax<br />

Increment Financing (TIF) District Fund to Hamilton Atmos LP for conversion <strong>of</strong><br />

the vacant <strong>of</strong>fice building located at 1900 Jackson Street into 107 affordable<br />

residential units and residential amenities, 53 parking spaces located in the<br />

basements <strong>of</strong> 1900 Jackson Street and 1815 Wood Street, and streetscape and<br />

repair <strong>of</strong> all first floor windows and store fronts in the entire Atmos complex<br />

located at 1900 Jackson Street, 1815 Wood Street, 1915 Wood Street, and 301<br />

South Harwood Street - Not to exceed $1,500,000 - Financing: <strong>City</strong> Center TIF<br />

District Funds.<br />
