• Coordinate linkages with the new DART light rail transit mall by extending<br />

streetscape improvements from the transit mall to the Arts District, Main Street,<br />

public open spaces and <strong>City</strong> Hall.<br />

Construction <strong>of</strong> pedestrian linkages connecting the DART light rail transit mall<br />

with the Main Street Retail District, public open spaces, <strong>City</strong> Hall and the<br />

Convention Center are underway. In July <strong>of</strong> 2010, the McKinney Avenue Transit<br />

Authority received a $4.9 million grant from the Federal Transit Administration<br />

and matching grant <strong>of</strong> $5 million from the North Central Texas Council <strong>of</strong><br />

Government to complete the M-Line loop that branches <strong>of</strong>f <strong>of</strong> McKinney Avenue<br />

at Olive Street. The line will improve connectivity between Uptown, Downtown,<br />

Woodall Rodgers Deck Park, the Arts District and DART downtown transit mall.<br />

Additionally, the creation <strong>of</strong> a circulator system for downtown, as recommended<br />

by the Downtown <strong>Dallas</strong> 360 Area Plan, will be explored in the coming fiscal<br />

year. Funding sources and optimal route(s) must be identified for the<br />

recommended circulator system.<br />

• Direct overall development <strong>of</strong> the <strong>City</strong> Center area through the application <strong>of</strong><br />

design standards for public improvements and design guidelines for private<br />

development.<br />

Standards for public improvements have been established. Development projects<br />

requesting TIF funding will be required to design and construct public<br />

improvements in accordance with established guidelines.<br />

• Encourage development <strong>of</strong> residential housing and hotels, including conversions<br />

<strong>of</strong> existing <strong>of</strong>fice space.<br />
