b. The Zone entered into a development agreement w ith Billingsley LD, Ltd for the Cypress Waters Phase I development
in an amount not to exceed $9,757,267 w ith anticipated completion by December 31, 2014 and reimbursement to begin thereafter
upon availability of TIF funds.
