(B) If the director determines that the current pedestrian crossing study<br />

results in reduced pedestrian safety or increased traffic congestion, the director shall require the Property<br />

owner to submit an amended pedestrian crossing study. If the Property owner fails to submit an amended<br />

pedestrian crossing study within 30 days, the director shall notify the city plan commission.<br />

(c)<br />

Amendment process.<br />

(1) A pedestrian crossing study may be amended using the minor plan amendment<br />

fee and public hearing process in Section 51A-1.105(k)(3).<br />

(2) The city plan commission shall authorize changes in a pedestrian crossing study<br />

if the proposed amendments improve pedestrian safety or decrease traffic congestion.<br />

LANDSCAPING.<br />

(a) In general. Except as provided in this section, landscaping must be provided in<br />

accordance with Article X. Plant materials must be maintained in a healthy, growing condition.<br />

(b)<br />

Artificial lot.<br />

(1) An artificial lot is the land area that includes any new building footprint and a<br />

minimum <strong>of</strong> 25 feet around the building footprint.<br />

(2) An artificial lot does not require public street frontage.<br />

(3) An artificial lot has no aggregate land area maximum.<br />

SEC. 51P-XXX.114.<br />

SIGNS.<br />

(a) In general. Except as provided in this section, signs must comply with the provisions for<br />

business zoning districts in Article VII.<br />

(b)<br />

Detached videoboard signs.<br />

(1) Location and number. A maximum <strong>of</strong> three detached videoboard signs are<br />

permitted and may only be erected on property with frontage on South Westmoreland or Cockrell Hill<br />

Road as follows:<br />

(A) On Tract 1, a maximum <strong>of</strong> two detached videoboard signs are permitted.<br />

Signs must be constructed in compliance with the location and appearance as shown on the Tract 1<br />

development plan/Tract 2 conceptual plan.<br />

(B) On Tract 2, a maximum <strong>of</strong> one detached videoboard sign is permitted.<br />

Each sign must be a minimum distance <strong>of</strong> 500 feet from any videoboard sign located on Tract 1.<br />
