FY 2011 Annual Report<br />

Year-End Summary <strong>of</strong> Meetings<br />

During the fiscal year, the Southwestern Medical TIF District Board <strong>of</strong> Directors met<br />

once on December 12, 2010.<br />

The Board can consist <strong>of</strong> up to ten members, including six <strong>City</strong> <strong>of</strong> <strong>Dallas</strong> appointees,<br />

one <strong>Dallas</strong> Independent School District appointees, one <strong>Dallas</strong> County appointee, one<br />

<strong>Dallas</strong> Community College District appointee, and one <strong>Dallas</strong> County Hospital District<br />

appointee. During FY 2011 the Board members were (FY 2011 Board meetings<br />

attended): Alexia Griffin – <strong>City</strong> Representative (0 <strong>of</strong> 1 meeting - no longer a TIF Board<br />

Member ), Lily Mak – <strong>City</strong> Representative (1 <strong>of</strong> 1 meeting), Ross Sherwood Martin –<br />

<strong>City</strong> Representative (0 <strong>of</strong> 1 meetings), Michael Serber– <strong>City</strong> Representative (1 <strong>of</strong> 1<br />

meeting), Jacob Pollack – <strong>City</strong> Representative (1 <strong>of</strong> 1 meeting ), Rick Loessberg –<br />

<strong>Dallas</strong> County Representative (0 <strong>of</strong> 1 meeting), Orlando Alameda – DISD<br />

Representative (1 <strong>of</strong> 1 meeting – no longer a TIF Board Member), Hector Flores – DISD<br />

Representative (1 <strong>of</strong> 1 meeting -– no longer a TIF Board Member), and Walter Jones –<br />

Hospital District Representative (1 <strong>of</strong> 1 meeting).<br />

During the fiscal year, the <strong>City</strong> Council approved eleven items associated with the<br />

Southwestern Medical TIF District:<br />

• On October 13, 2010, the <strong>City</strong> Council approved Ordinance No 28034, a public<br />

hearing to receive comments on a proposed municipal setting designation to<br />

prohibit the use <strong>of</strong> groundwater as potable water beneath property owned by<br />

Maple/Douglas, LP located near the intersection <strong>of</strong> Maple Avenue and Butler<br />

Street and adjacent street right-<strong>of</strong>-way, and an ordinance authorizing support <strong>of</strong><br />

the issuance <strong>of</strong> a municipal setting designation to Maple/Douglas, LP by the<br />

Texas Commission on Environmental Quality and prohibiting the use <strong>of</strong><br />

groundwater beneath the designated property as potable water.<br />

• On October 26, 2011, the <strong>City</strong> Council approved Resolution No. 10-2777, a<br />

public hearing to receive comments regarding an application for an MU-3 Mixed<br />

Use District on property zoned an IR Industrial Research District with deed<br />

restrictions volunteered by the applicant on the east side <strong>of</strong> Maple Avenue,<br />

between Inwood Road and Butler Street.<br />

• On November 10, 2011, the <strong>City</strong> Council approved Resolution No.10-2881,<br />

abandoning portions <strong>of</strong> a water main easement, a drainage easement, three<br />

storm sewer easements, Redfield Street, L<strong>of</strong>land Street, Tex-Oak Avenue, a<br />

street easement and an alley to <strong>Dallas</strong> County Hospital District d/b/a Parkland<br />

Health and Hospital System, the abutting owner, containing a total <strong>of</strong><br />

approximately 83,225 square feet <strong>of</strong> land located near the intersection <strong>of</strong> Harry<br />

Hines Boulevard and L<strong>of</strong>land Street, authorizing the quitclaim, and providing for<br />

the dedication <strong>of</strong> approximately 9,433 square feet <strong>of</strong> land needed for street right<strong>of</strong>-way.<br />
