BACKGROUND (Continued)<br />

This service contract provides for year-round maintenance approximately 750 <strong>City</strong><br />

owned and Community Housing Development Organization properties on a consistent<br />

schedule until the properties are removed from <strong>City</strong> ownership. This contract also<br />

allows for the mowing <strong>of</strong> vacant lots and residential properties where a seizure warrant<br />

or signed consent form has been obtained. If a residential property is serviced under<br />

this contract, the property owner will be billed for the cost <strong>of</strong> the service. During peak<br />

growing season (March to October), approximately 1,500 to 2,000 private properties will<br />

be serviced. Code Compliance staff monitors work <strong>of</strong> the contractor on a daily basis.<br />

This solicitation was structured in a manner which required bidders to submit a<br />

response using unit pricing; this bid resulted in a 10.8% decrease on comparable unit<br />

prices for the bid awarded in 2010.<br />

As part <strong>of</strong> the solicitation process and in an effort to increase competition, Business<br />

Development and Procurement Services (BDPS) used its procurement system to send<br />

out 211 email bid notifications to vendors registered under respective commodities. To<br />

further increase competition, BDPS uses historical solicitation information, the internet,<br />

and vendor contact information obtained from user departments to contact additional<br />

vendors by phone. Additionally, in an effort to secure more bids, notifications were sent<br />

by the BDPS' ResourceLINK Team (RLT) to 25 chambers <strong>of</strong> commerce, the DFW<br />

Minority Business Council and the Women's Business Council - Southwest, to ensure<br />

maximum vendor outreach.<br />

On February 24, 2010, <strong>City</strong> Council authorized a three-year service contract for<br />

maintenance <strong>of</strong> medians, rights-<strong>of</strong>-way, vacant lots and residential properties, by<br />

Resolution No. 10-0523.<br />
