FY 2011 Annual Report<br />

Year-End Summary <strong>of</strong> Meetings<br />

The <strong>City</strong> Center TIF District Board <strong>of</strong> Directors met three (3) times during FY 2011,<br />

December 9, 2011, February 10, 2011 and May 12, 2011.<br />

The <strong>City</strong> Center TIF District Board <strong>of</strong> Directors consists <strong>of</strong> ten members including six (6)<br />

<strong>City</strong> <strong>of</strong> <strong>Dallas</strong> appointees, two (2) <strong>Dallas</strong> Independent School District (DISD)<br />

appointees, one (1) <strong>Dallas</strong> County appointee and one (1) <strong>Dallas</strong> County Community<br />

College District appointee. During FY 2011, the <strong>City</strong> Center TIF Board consisted <strong>of</strong> the<br />

following members:<br />

During FY 2011, the <strong>City</strong> Council approved fifteen (15) items directly or indirectly<br />

associated with the <strong>City</strong> Center TIF District. The council actions are listed below.<br />

• On December 8, 2010, <strong>City</strong> Council approved Ordinance No. 28075, authorizing<br />

an ordinance amending Chapter 31 <strong>of</strong> the <strong>Dallas</strong> <strong>City</strong> Code to: (1) define terms;<br />

(2) establish the Central Business District solicitation-free zone, the Deep Ellum<br />

solicitation free zone, the Uptown solicitation-free zone, and the Victory<br />

solicitation-free zone; (3) ban outdoor solicitations in solicitation-free zones, with<br />

certain defenses; and (4) provide a penalty not to exceed $500.<br />

• On February 9, 2011, <strong>City</strong> Council approved Resolution No. 11-0417, authorizing<br />

an ordinance abandoning a portion <strong>of</strong> a utility easement to First Baptist Church <strong>of</strong><br />

<strong>Dallas</strong>, the abutting owner, containing approximately 12,286 square feet <strong>of</strong> land<br />

located near the intersection <strong>of</strong> St. Paul and San Jacinto Streets - Revenue:<br />

$5,400 plus the $20 ordinance publication fee.<br />

• On February 23, 2011, <strong>City</strong> Council approved Resolution No. 11-0602,<br />

authorizing a resolution in support <strong>of</strong> the Texas Department <strong>of</strong> Housing and<br />

Community Affair’s (TDHCA) 9% low-income housing tax credit (LIHTC)<br />

allocation for E2 Flats located at 211 North Ervay Street for acquisition and<br />

rehabilitation <strong>of</strong> the proposed 119- unit multifamily residential development for<br />

low income families.<br />

• On February 23, 2011, <strong>City</strong> Council approved Resolution No. 11-0524,<br />

authorizing a resolution accepting the FY 2010 Annual Report on the status <strong>of</strong><br />
